Perry calls for creating jobs through energy production

Republican presidential candidate Rick Perry, at a steel plant outside Pittsburgh, has laid out his energy plan that would expand oil and gas exploration, curb regulation, and create jobs. NBC's Carrie Dann reports.

WEST MIFFLIN, PA -- Seeking to refocus his campaign after a month of controversies and shaky debate performances, Texas Gov. Rick Perry visited a cavernous steel plant outside of Pittsburgh Friday to unveil his plan for job creation through reform of the energy industry.

Speaking here at U.S. Steel's Irvin plant, Perry said that his proposal -- which would open protected land for oil and natural gas production as well as lift federal regulations on the energy sector -- will create 1.2 million jobs.

"Today, I offer a plan that will create more than a million good American jobs across every sector of the economy and enhance our national security. And the best news is it can be set in motion in my first 100 days," he told a crowd of hard-hat-wearing steelworkers.

The lands opened for new energy exploration under Perry's plan would include the Gulf of Mexico and the Arctic National Wildlife Refuge, although the governor noted that states should have input in which parts of their land are preserved from new drilling. His proposal would also undo the Environmental Protection Agency's "draconian" authority to regulate carbon dioxide and other greenhouse gases, and it would eliminate federal subsidies for industry sectors such as ethanol and oil and gas production.

Those changes, he said, would "revitalize American manufacturing" and have ripple effects throughout the rest of the US economy as well.

The slogan of the rollout: "Make what Americans buy. Buy what Americans make. And sell it to the world."

Perry says that his plan, which would rely on executive orders and other action directly from the White House for its implementation, would avoid the procedural gridlock of passage through Congress. And he argues that advancements in research and development, as well as market incentives, would keep the enhanced energy production from harming the global environment. 

"I do not accept the premise, I do not accept the choice, that we must pick between energy and the environment."

In his remarks, Perry had harsh words for environmental "activists" who have lobbied the White House to limit new energy production. 

"President Obama would keep us more dependent on hostile sources of foreign energy, while my plan would make us more secure by tapping America's true energy potential," Perry said. "His energy policies are driven by the concerns of activists in his party. My policies are driven by the concerns of American workers without jobs."

"Creating jobs in America is as simple as changing presidents," he added.

The steel plant speech was the first in a series of policy proposals that Perry is expected to unveil in the coming weeks. The next stage of the rollout will be an address on taxes and the deficit, advisers said.

First off, Jobs are not coming back they went overseas for cheap wages. We can not compete with a 10 cent per hour wage. On Oil,we have a glut of oil today the price goes up and down like the stock market. As for 49% of the people who don't pay taxes,true! Anyone who has 4 kids or more pays no federal income tax its called a deduction. So if you don't want to pay taxes, breed like rats simple isn't it.

Can you say sales taxes, in my area you pay a different price depending on what COUNTY you're in.  Or maybe it is regulation, I mean people who live in high density population areas where air flow tends to stagnate should enjoy seeing the air they're breathing right?

But hey I'm sure no one you know has any form of COPD and if they do they can pay their own Dr. bills right, or maybe they should just die and as Scrooge says 'Reduce the excess population".

    Does anyone actually still believe what these bought and paid for politicians are trying to sell anymore? Do you want to continue to pollute the environment with petrol products?The topsoil on these corporate farms are a spongy mess of toxic chemicals. Radiation from the Japanese Nuke plant is poisoning the water oil spills are also poisoning the water. Petrol based pesticides and fertilizers coat the land and guess what petrol burns. Take higher than normal heat waves that exist for longer periods of time and a landscape coated with petrol burning film and you get a hotter burning fire that burns longer and is more difficult to put out. What do you think is coming out of your car exhaust pipe? Petrol residue.

    I know for a fact that Dick Perry is an idiot without any undertanding of business, the environment or how today's large companies are set up. His dismantling of the EPA and environmental regulations will not all of a sudden induce industries to build big new plants and hire millions of people. Just the opposite, things are in a balance right now for the most part.

    Big industry knows how to handle the environmental regulations and have systems, departments and technology in place that allows them to stay in compliance with these policies correctly.

    To displace the EPA and the regulations that are in place millions will then suddenly be unemployed. There are huge numbers of people gainfully employed that supply well proven environmental technology to meet the inplace government policies and keep the environment clean. Where will these people work in Dick Perry's wonderful, smog filled, dirty water world?

    I can tell you for a fact that no single industry has ever been driven out of the US strictly by regulations the EPA put in place. The cement industry has claimed they would with new regulations but once in place they haven't. Engineered wood products claimed the same six years ago and coupled with the collapse of the housing industry they still remain in business and are compliant with new environmental regulations.

    Quite to the contrary of what Dick Perry says, enhanced regulations create and motivate Americans to be innovative. The majority of break throughs in environmental equipment comes from the United States. This is design, manufacturing, construction and engineering work that stays in the US.

    Most large manufacturing companies have significant numbers of engineers, health and safety managers that all rely on this type of equipment. Dick would have us drive one of the major manufacturing industries left to us and a large number of people that rely on it out of work so that he can employ oil rig workers.

    What is Dick thinking? Oh, he's not, he's been breathing the "clean" Texas air (oh wait, they pollute more than any other state in the country through natural gas drilling and oil drilling). Maybe he has brain damage.

    Yep must be his excuse.

      All politicians are full of BS not a single one of them can create a job not a single one..What are they going to do? open up some shoe factories ..I think not.. they only want the presidents job to further enhance their own agendas and that of their special interest partners ...DEMs and GOPs are all a bunch of lying full of S_it buttwipes....we will get no relief no matter who gets elected most if not all are bought off by corporate America and keeping the status Que is more important to them than creating any kind of job potentials...the country is brainwashed by all the rhetoric that they generate making us think that they and only they can save us from this evil...what a crock a BS

      Occupy wall street has many agendas. One would be the fact that the current House is not remotely interested in fixing our economy, until after 2012. Until then it will be anything other than jobs, as beating Obama is their most important agenda.

      Consider what they are working on now, and what meaningful jobs legislation they have passed. Antiabortion legislation. Where are the jobs legislation?

      Right now they can stall all legislation. In 2012, they will either be more powerful, or out. After the Debt Debacle, which all seem to have forgotten for the time being, I will bet they are out. Why should anyone have confidence in our government, when winning is all they care about. No solutions, just NO!!!!!!!

      Creating jobs through energy production? Isn't this what the Obama administration is already trying through wind farms and solar energy projects? Perry's plan is different though because who would really profit? That's right BIG OIL! The same companies that have screwed the American public for "at least" the last forty years.

He is simply an idiot as proven again during the past republican debate, when asked about how he would close the 50 years old growing gap between the rich and the poor in this country. Sickie Rickie's answer was to blame Obama. I couldn't believe my ears. This dude sounds just like G.W. Bush, but he is dumber.

        I agree we can create jobs through energy but not dirty energy and harmful to us and our future inthe long run but CLEAN ENERGY.

        Producing clean energy is sustainable, its an investment in our future, long term jobs and healthy workers with clean lungs, not black lungs. Its a solid investment to our well being overall and future generations to come. Drilling more is not the way, thats backwards and yes, I hear big oil and big coal speaking through Perry's mouth.

        Americans can't even afford the Gas we got now. $4 bucks a gallon now and stagnant wages till 2021?

        Every-time I put gas into my Junker, I get Fond Memories of George W. Bush, Dick Cheney, Halliburton, Exxon/Mobil and British Petroleum!

        Lovely Gulf Shrimp and Gas that was $1.40 a gallon when Dubya first took office from Bill Clinton!

        Why do these ignorant bastards think temporary fixes that only further the special interest groups are the answer? Do they really think the American people are that ignorant? In order to address the unemployment issue you first need to address the work ethic in this country. Then you have to convince the employers that it is worth hiring Americans to do the job. And then you need to take away the incentive our government has created to not work. Then people may have to work. Which I understand is forcing someone to do something they may not want to do which is against their constitutional right. So maybe we need to start with changing the constitution.

              All of you seem to point your finger at the President but action (or inaction) occurs in Congress and only in Congress! The president can ask for and request action but the truth...your Congresspeople look to their wallet first and what is good for the nation last.
