Republican presidential candidate Rick Perry, at a steel plant outside Pittsburgh, has laid out his energy plan that would expand oil and gas exploration, curb regulation, and create jobs. NBC's Carrie Dann reports.
WEST MIFFLIN, PA -- Seeking to refocus his campaign after a month of controversies and shaky debate performances, Texas Gov. Rick Perry visited a cavernous steel plant outside of Pittsburgh Friday to unveil his plan for job creation through reform of the energy industry.
Speaking here at U.S. Steel's Irvin plant, Perry said that his proposal -- which would open protected land for oil and natural gas production as well as lift federal regulations on the energy sector -- will create 1.2 million jobs.
"Today, I offer a plan that will create more than a million good American jobs across every sector of the economy and enhance our national security. And the best news is it can be set in motion in my first 100 days," he told a crowd of hard-hat-wearing steelworkers.
The lands opened for new energy exploration under Perry's plan would include the Gulf of Mexico and the Arctic National Wildlife Refuge, although the governor noted that states should have input in which parts of their land are preserved from new drilling. His proposal would also undo the Environmental Protection Agency's "draconian" authority to regulate carbon dioxide and other greenhouse gases, and it would eliminate federal subsidies for industry sectors such as ethanol and oil and gas production.
Those changes, he said, would "revitalize American manufacturing" and have ripple effects throughout the rest of the US economy as well.
The slogan of the rollout: "Make what Americans buy. Buy what Americans make. And sell it to the world."
Perry says that his plan, which would rely on executive orders and other action directly from the White House for its implementation, would avoid the procedural gridlock of passage through Congress. And he argues that advancements in research and development, as well as market incentives, would keep the enhanced energy production from harming the global environment.
"I do not accept the premise, I do not accept the choice, that we must pick between energy and the environment."
In his remarks, Perry had harsh words for environmental "activists" who have lobbied the White House to limit new energy production.
"President Obama would keep us more dependent on hostile sources of foreign energy, while my plan would make us more secure by tapping America's true energy potential," Perry said. "His energy policies are driven by the concerns of activists in his party. My policies are driven by the concerns of American workers without jobs."
"Creating jobs in America is as simple as changing presidents," he added.
The steel plant speech was the first in a series of policy proposals that Perry is expected to unveil in the coming weeks. The next stage of the rollout will be an address on taxes and the deficit, advisers said.

It is really scary listening to Perry! Old "Scary Perry" is so deep in the drill holes of Big Oil Corporations. If one lit a poltical match near his policies of economic greed? The paper they are spewed would start on fire. Because they are covered in oil, and drilled with the economic blood of the Middle Class. That is fact!! "Scary Perry" is as poltically greasy as the oil interests/donors that want him in the White House. In the oil filled eyes of "Scary Perry." The Middle Class, the Working Poor, the elderly, and the disabled created no economic value for old "Scary Perry!" That is fact!!
I guess my objection to having another governor from an oil state be president is that the economy is much more diverse than oil. We need someone who can look beyond oil to the rest of the nation.
Why don't we learn from countries who successfully use green energy? 20% of Denmarks energy comes from wind....obviously they were able to make the transition....what did they do to be successful? Why are their citizens accepting of the new source of energy while so many folks in the US are resistant? We have lots of areas in the US with adequate wind and space to install the turbines. Are we too proud to take a lesson from other countries?

I'll just say this. North Dakota unemployment 3.5% due to energy jobs. The only people not working in North Dakota are the Occupy Wall Street Communists.
cgent, are you one of those conspiracy believers? UFO's? Please tell us! Communists? Wait, are you just calling names?
Perry is too close to the oil industry -- he will do whatever they want - his solution is to drill anywhere and everywhere and deregulate -- as dictated to him by the oil industry
Oil, Oil, Oil, boil, boil, boil them in oil. Perry is just doing what he knows. Does any here know the " war of oil " is still an ongoing process, that a large percentage of that oil that is imported, is bought by the U.S. government, and then pumped into the strategic ground, here in the U.S.? Or that All oil bought and sold has to be done in U.S. dollars?
Solar panels are only 25% efficient at converting the sun energy into electricity. Companies with large roof areas would benefit the most if they covered then with Solar Panels. To use the DC current that the panels produce, it has to be converted into AC at a voltage that is useful. It is best done on site. Transmission of DC is very lossy, which is why Westinghouse won the electric battle over Tom Edison, and we have Nickolai Tesla to thank, for the AC tech, that Westinghouse practically stole from him. Edison was clever and bought all of the right of ways and as many of the patents that he could, which is why Edison's name is more prevalent, when it comes to electricity production than Westinghouse.
It is true that much of the oil that is burned is used to produce the steam that turns the turbines that in turn, turn the AC generators, that provide the electricity. It is steam that is the key. The land area that would be needed to create the same electricity equivalent of a barrel of oil, covered with solar panels (renewable, yet on a cloudy day or at night nearly useless), would be over a hundred acres. The rent on that land would up the cost of that electricity, not to mention the conversion to AC is only about 95% efficient, and the investment in converters would also be huge. The cost of a solar panel (4' x 10') of typical size is in the hundreds of dollars. The ratio of profit to investment is not considered as good.
Wind is good as it can turn an AC generator, but the capacity per acre for the amount of electricity generated is less than solar on a sunny day. And of course the wind turbines need oil for the plastic reinforced glass fibers that are used to make them.
It is a tough nut to crack. Then there is bio-oil producers, from corn and algae, and other sources. Whole forests are grown (farmed) just to produce paper, but it takes electricity to run the mills that turn the trees into paper. It was the Forrest industry that went to congress to make the production of hemp illegal. The US used to grow hemp, for rope for the navy, before it became illegal. They switched to Sisile which was grown in Mexico, and further south, but then that became a boondoggle, and was an inferior product to the old stand by of hemp. Now with all of the modernization, plastics are used (oil products). But hemp could be used yet as the seeds are abundantly filled with oil, oil that could serve for many of the uses that crude oil is used for today, yet they harass modest growers and want to go after the smokers of said marijuana, yet hemp and marijuana are related, but not the same. Most of that harassment is due to the big Pharmacology, that has made billions of Marinol pills, but can't sell them, but would like to make them available to the general population as a pain reliever, but has still to go up against the FDA.
Again it is a tough nut to crack. It is stiil all about big business, and bad government, and bad politics. It is the little guy that get caught in the grinder.
This report from Bureau of Labor Statistics states that in 2009, oil & gas drilling only accounted for 63,012 jobs in September 2009. Just how many new wells does he expect to approe to get to 1.2 million additional jobs? (Got room in your back yard for a fracking operation?)http://www.bls.gov/cew/oil_gas_drilling.htm
No doubt Halliburton will donate big times to Perry.
Perry is just exuding more of the same sludge that the GOP is known for. A plea to the American people for votes and in turn a sincere promise to gut all the environmental regulations in place to protect and preserve our most treasured natural resources. He rejects the link between the choice of exploiting energy and exploiting the environment and he believes that advances in technology will magically protect the environment and will provide all the measures needed to make sure that spills in our national parks will be mitigated.
This man believes he is running for President at the behest of God's calling. That it is his duty to answer a divine calling. This kind of attitude allows one to summarily dismiss the annoying and pesky requirements of those who have such a limited worldy view of protecting the environment. Everybody knows from the bible that the world was put here to be raped and pillaged by man for his own personal benefit. I am amazed that anyone could even consider voting for this guy. I am ashamed that he is my governor.
God talked to me he said "Now understand, stick by me I'll be your guiding hand...But don't ask me what I think of you, I might not give the answer that you want me to...Oh Yeah."
LMAO Perry for president? HaHaHaha...
Forrest Grump 2.0
I just do not understand your position. The Democrats, DEMOCRATS, bailed out the banks, they almost doubled the National Debt, they made it so that we are indebted to foreign countries that pay our bills to a level never seen before in this country's history and you want to keep them in power? I just do not understand.
Bush didn't have to sign it the bailouts..its call a veto..but guess republicans to stupid to know that!
Perry is too ignorant to be elected. He believes in magic. And, he has no concept of history.
We are in a 20 to 50 year transition period as far as energy is concerned. OIL is simply a blip in the history of the human race. We are at a tipping point when the price of a watt drops below a $1.
The same number of jobs (1.2 million) can be created in solar and wind if the taxing and incentives structure were put in place. What do we want to do? Do we want to wait until Russia and the middle-east start shipping solar products to our country? Or, should we get out front and build a strong manufacturing base here in the good old USA.
I thought it would be the unions that destroyed the opportunity in the solar industry just like they have done in cars. But NO! We have the Republican candidates holding back a technology that has been our treasure since the early days of space exploration.
What is going wrong with this country? Can't we all start pulling in the same direction?
Cain / Rubio is what this country needs now!
Jobs that Perry is touting would benefit the likes of Texans and those in oil rich states. He, like all other Republicans, would sacrifice our environment and natural environments to make Texas, other such states and those already wealthy Republicans wealthier at the expense of other jobs and workers.
Some are belittling those with tattoos, piercings, etc. These people also would like to work, to have security and have something in life. Why are those who support the Tea Party any more American or worthy of others wanting a decent job or having some wealth? This is what is wrong with Americans and America today. This proves all the more the divide between the haves and the have nots - and it's growing wider everyday.
Anyone would be crazy to support Rick Perry, Mitt Romney, Herman Cain, Michele Bachmann and others - listen to what Eric Cantor is saying. He is one of the most obstructive politicians in Washington today and one of the most hateful.
By your measure, anyone would be insane to support Obama. But, the fools in this country did 3 years ago. Now we are so buried in debt we have to be concerned with China as Shumer did. Unfortunately his approach was antagonistic - which is exactly the opposite of what we need. Is it better to have friends or enemies when you are in debt?
Unfortunately we are now in a financial situation where we are a dependent as a country. We have to pay off our foreign debt to once again claim our independence day!
What do you want Cantor to do - allow us to go deeper in debt? That's exactly what Obama wants us to do? Do you not have grandchildren? Who do you think is eventually going to have to pay for all this giving? The cost of each of Obamas jobs is about $200,000 each! I could put 10 times the number of people to work at that price! Go do the numbers yourself.
One reason for Texas having such a high drop out rate and teen pregnancy is because of the number of Illegal alines living here. This state has just allowed them to flood in and now we have a huge problem. Everyone wanting free food stamps, medical care, and anything else they can get as a hand out while not even being a contributing member of society. I'm sorry but we don't need any more s.o.b's from Texas being president at this time.
Same republican smoke and mirrors. Throw out some stupid remark about drill, drill, drill. Where is all this oil and how the heck is this going to fix the millions with no jobs? Why didn't the fool do it in his ten years in texas as governor instead of relying on minimum wage fast food and retail jobs?
Texan perry wants to give the oil companys MORE taxpayer dollars??? I'm SHOCKED!!
There is now a world wide protest over the oligarchic gross greed, but rather than reducing their way over the top indulgance they continue the old scare tactic claims.Rag bags, communists, hippies ,ruining the ecconomy and so forth. They will do and say anything to convince the non thinkers that as they are the richest then they must be the smartest and only have the 99% 's welfare at heart. Get real .You do not vote into power those that have been bought ,and make laws to benefit them. You want to go back to the good old days? They were oly good for them.
