A GOP leadership aide tells NBC News that the House will aim Thursday to pass the government funding measure that recently passed the Senate to keep the government running for a week.
Leadership will try to pass it via "Unanimous Consent" while this House is in a pro forma session. The House is otherwise off this week, and business is not ordinarily conducted during pro forma sessions. “It is held usually to satisfy the constitutional obligation that neither chamber can adjourn for more than three days without the consent of the other,” according to the Senate Web site.)
As NBC’s Frank Thorp explains, Unanimous Consent means that a bill passes because both Speaker Boehner and Minority Leader Pelosi agree to pass it, and there are no objections from any members. There will be no vote, just an announcement of unanimous consent, and a call for any objections. If there are none, then it passes."
The plan is then for the entire House to vote on Tuesday, Oct. 4 on a government spending bill that would last until Nov. 18th. This bill also has funds for the Federal Emergency Management Agency, or FEMA, to replenish its account.
The vote Oct. 4 of the full House will allow conservative members of the House GOP to state their objections to what they see as too much money given to fund the government.
The bill has the support of House Democrats, and likely a majority of House Republicans, so it is expected to pass easily.
That Tea Party thing
For the week-long spending bill to pass by Unanimous Consent on Thursday, not a single member of the 435-member House can object. If one member wanted to they could show up in the House chamber, object and risk a shutdown.
No one has indicated they will do this -- and doing so could cost them politically, lost committee positions and media scrutiny, but this House does not do anything easily.
"I don't have a crystal ball,” a senior GOP aide tells NBC News about the possibility of a member holding up the measure, “but it would be an absolute shock and a disappointing one at that.”


We'll see once again, just how ineffective the Weeper of the House is when it comes to controlling those spirited tea baggers!

Chilled that is a GREAT idea, I was thinking about it myself. Have all government employees,(except those who are ON CALL OR DUTY ALL THE TIME, ARMED FORCES, PRESIDENT, ETC) be put on a time card and have them punch in and out every time they are actually on the job working.
My other question was, how do they (government people) get paid? weekly, bi weekly, monthly or once a year? When I was in the army we got paid twice a month, but we we on duty 24/7. Government people aren't! Do they still get paid while on vacation or on this week long resist?

It would be a minor problem if the government shut down if, say, Ron Paul or anybody would show up and vote no. After all, FEMA did find $180 million in their sofa overnight.
The real trouble is looming, the work of the super-committee, then both houses of Congress, then the trigger alternative, and after the trigger, the backtracking of the hypocrits of every ilk because when Social Security benefits takes a major hit every politician faces losing their election and joining the rolls of the unemployed.
The "stop-gap" spending bill as written, if passed, would expire November 18th, 6 days before Thanksgiving which is the drop-dead deadline for the super-committee to finish their work. Can you imagine the news reports around that time? Perfect.

Let me offer some clearity. I am retired from the Army and am now a government worker for the Army. I am a General Schedule (GS) employee. I get paid every two weeks and I am required to file a time card for every pay period stating my hours worked and time taken off. Fraudulent time card = fired. My salary is FAR LESS than $175,000 a year, in fact it is lower than the civilian equivilant for my position. I, like many gov't workers, are living paycheck to paycheck, just like most everybody else. The benefits I receive are average for any other middle class job offering benefits. I pay the same taxes as everybody else. The vast majority of gov't workers are just like everybody else, just doing the job they are paid to to as best as they can while dealing with layoffs and budget cuts. Oh yah, and I haven't seen an annual raise in a couple of years, just like many of you.

That's tricky, but I feel that the business leaders need some relief to help create some more demand. If we can curb some of it, it may boost confidence in the markets and spill over into the consumer. It has in the past, just feel like some of the industries are hit and forced to sit on money or invest somewhere else. I probly just don't enough and do need to learn more, just live in oil country and see these rough necks and they tell me all the time.

Also how do business owners create demand for their product. I believe that is consumers create demand, and how do they create demand with no money. How do we get jobs when there are no jobs without demand and of course then we are right back to no jobs no money to create demand. Do you start with the chicken or the egg. You need to put more thought into what you are demanding. Again shutting down the Government does not help your cause it only shows you to be a radical person no rational. Does Government need to change of course but how do you do that, we could go your way and create an even bigger problem or we can work through the system and make change slower and muchless painful. I would also like to see it shut down. If we stop pouring money into government, then maybe they will be forced to evaluate each piece of spending on its merits. We have government departments that have no reason to exist and spend money on programs that are nice, but we cannot afford right now.

You propose just because it would be painfull to change that we continue to spend money we dont have so that it does not affect anyone? Who are we? Greece? Isn't that the mindset that got them where they are today?
We continue to pass spending measures because it will be painfull today to fix. It will be more painfull down the road. The governement employees are getting paid in IOUs we must pay later. It is time to convert some back into the private sector. If we are going to spend money we dont have, I vote it is on cuts to encourage job grow and stimulate small business expansion. That way we may have a chance to move some from the government jobs into the private sector.
I know I may seem to have a narrow minded view, but it is my view none-the-less. The idea of continuing to spend and expand the workforce internal to the government is creating the need for such revenue increases to pay for all of it. It stiffles the growth of companies as they see this fiscal irresponsibility and know the day will come where they must foot the bill for it. So they hoard cash and wait.
If there was a business freindly and proactive apporach put into place, maybe that mentality would change. I really doubt it now, as the perpetuation of it all has dropped all demand to nothing. But all the governement overspending to this point has not built demand, so why continue to try it? If the first trillion dollars did not get things moving, maybe the theory is flawed.
So lets back up and try a new theory. Cut the size and need of the government. Show some fiscal cutting. Cut regulations. And provide REAL incentive for expansion in the pricate sector, not just the temporary ones proposed by BHO. Get rid of the OBAMACARE cloud on the horizon for business. We certainly cannot afford that right now. And see if businesses perk up.

When I hear or read all of the teabaggers carping about government doing too much or there being too many government employees, I think of the Golden Gate Bridge, the Hoover Dam, all of the courthouses, railroad stations, post offices, and other structures built or funded by government. I think of the space missions and all of the science and technological breakthroughs that came from the space program. I think of EMTs and police and firemen. I think of almost all of the science research today and in the past, and I say, GOVERNMENT IS THE BEST! IT DOES THE THINGS THAT MATTER! Private industry gives small businessmen the freedom to pursue their dreams. It gives bright young people the chance to earn enormous amounts of money. BUT GOVERNMENT gives society the resources to prepare children to be viable citizens, gives scientists laboratories, gives us our parks, many important museums, libraries, and sports complexes. Private industry gives us transfats, sodium, nitrates, sugary cereals, stupid incessant commercials, many horrible TV shows and horrible movies, and amusement parks that trap us and our children. Private industry gives us medications which have absolutely no efficacy and many side effects (sometimes death). And private industry gives us telephone marketing and junk mail and a tremendous amount of pollution and noise. So, don't act like our free enterprise system is just one big rose garden and government is one big thorn. Government at least pretends to care about something other than a buck.

We borrow 40 cents on every dollar we spend. So either 40% has to go, or we have to pay more. And I pay enough. I dont want all these services and niceties if it is coming out of my pocket.

Obama's record for creating jobs/work done. Rip down the very nice guest centers in rest areas on Highways, and haul in Porta Poties, Rip up the concrete off ramps and build new ones. Build a by-pass around your town, and rip out the old highway before the bypass is finished. Close the rural roads with bad bridges, Totally rerout highways unpassable by a series of bad bridges. Close up the Communities affected with the State Highway Closures. This will fix the economy. Not.
