Boehner rebuffs President Obama; suggests different day for speech

Mr. President, your move. *** UPDATE 3 *** Obama agreed to move the speech to Thursday.

After President Obama requested in a letter to House Speaker John Boehner and Senate Majority Leader Harry Reid to address a joint session of Congress next Wednesday, Sept. 7 -- the same night as an NBC/Politico Republican presidential debate -- Boehner suggested he do it a day later.

Citing that the House is back in session Wednesday and has scheduled votes, Boehner wrote in his own letter, "I respectfully invite you to address a Joint Session of Congress on Thursday, September 8, 2011 in the House Chamber, at a time that works best for your schedule."

A GOP aide tells NBC's Luke Russert that the White House alerted Boehner only 15 minutes prior to alerting the press that the president wanted to have a speech on the economy before a Joint Session of Congress.

The aide hinted that only giving the speaker's office 15 minutes of a head up is a tad disrespectful.

*** UPDATE *** A White House official tells First Read, "Boehner’s office was consulted about the 9/7 date before the letter was released. No objection/concern was raised," so the letter went out.

*** UPDATE 2 *** Boehner's office did not raise objection on the White House call, Boehner's office confirms, but in the letter released "after we had time to examine what they were proposing."

Boehner's office insists this was about logistics, not personal.

Thank you for your letter requesting time to address a Joint Session of Congress next week.  I agree that creating a better environment for job creation must be our most urgent priority.  For months, the House has been implementing an agenda designed to reduce economic uncertainty, remove unnecessary government barriers to private-sector job creation, and help small businesses, and we welcome the opportunity to hear your latest proposals.

As your spokesperson today said, there are considerations about the Congressional calendar that must be made prior to scheduling such an extraordinary event.  As you know, the House of Representatives and Senate are each required to adopt a Concurrent Resolution to allow for a Joint Session of Congress to receive the President.  And as the Majority Leader announced more than a month ago, the House will not be in session until Wednesday, September 7, with votes at 6:30 that evening.  With the significant amount of time - typically more than three hours - that is required to allow for a security sweep of the House Chamber before receiving a President, it is my recommendation that your address be held on the following evening, when we can ensure there will be no parliamentary or logistical impediments that might detract from your remarks.  As such, on behalf of the bipartisan leadership and membership of both the House and Senate, I respectfully invite you to address a Joint Session of Congress on Thursday, September 8, 2011 in the House Chamber, at a time that works best for your schedule.

Most petty President ever. (Pettiest?)

Weeks to pick a day after announcing he is going to make a speech, just happens to pick the 7th, then sends Carney out to say the debate didn't factor in. Transparent my rear end.

Good for Boehner. I really like the reason to wait until the 8th. He is concerned for the Presidents safety. Once again, the President will get rolled by the House.

Dude needs to learn to pick his battles.

So given those facts Bev. why do YOU think Obama chose that particular date and time.

If this speech is so frikken important call the congress back into session on the 6th, or earlier. Didn't Harry Truman do that?

This is one of the pettiest political moves I've seen in long time. I don't know about the fictitious Karl Rove playbook, but the President's staff have been reading Tom Delay's notes. The Republicans should graciously delay their debate by a day to show what vindictive person this President is turning out to be. His saving grace in the polls were his personal qualities, well I predict that's going to take a hit over this.

I hope Washington is has hit rock bottom because hopefully we can only go up from here.

Sorry the POTUS is wrong this time. Respect is a two way street and the President should also have respect for the Congress. Note not Mr. Obama having respect for Mr. Boehner, but the Office of the President having mutual respect for the Congress of the United States. It is this mutual respect that is the reason the President must ASK to address Congress and not demand it. It is the reason that the President must be INVITED by Congress to deliver the State of the Union Address. The entire point of three branches of Government is that they are equal and therefore the balance of power is maintained.

The debate was scheduled first and the respectful thing for the White House to do would have been to request another day for the President to address Congress. The timing of sending the request to the Speaker and then to the media was clearly designed to place the Speaker in this position in an attempt to characterize Boehner as obstructionist. Obama loses on this one.

Actually, since the Speaker of the House said "NO, not on that day," the President has no choice. As the person in charge of 1/2 of a co-equal branch of government, Mr. Boehner controlls what happens in the House. President Obama should have had the courtesy to call and arrange this before hand. Since he (apparently) did not, Mr. Boehner had every right to slap him down.

I actually don't like Boehner and I do like Obama, but this is just plain stupid. President Obama can't expect respect if he does not give it. He should have respected the Congress and gotten this wired before the letter was written.

Damn, I just wish there was someone I could be happy voting for. With Yosemite Sam running on the Republican side and actually it looks like he'll get the nomination (at least at this point) I am very disappointed in the choices available. While I might not like the Democratic alternative, I don't absolutely despise President Obama to the point where I won't vote. I just can't vote for the likes of Perry, Bachman, Paul, Santorum or Cain. And I just don't think that Romney can get the nomination and, unfortunately, Huntsman does not have enough time to build a base to get the nomination.

Holy cow, if you'd turn off the @#$%&! Fox Noise, and you'd also know the president has been saying that having congress in Washington would just result in more bickering, and the time would be better spent in their home districts listening to their constituents. Of course, Republicans avoided Town Halls, opting instead to charge a fee and screening out folks they didn't want to face.

As for the petty games, let's stop with the "two wrongs make a right" or "equal blame" fallacious argumentation. There is one, and only one Party that has offered olive branches and made concessions, and there is one, and only one Party that wanted a default, held the nation hostage, and caused a downgrade in our credit rating.

When we say "come together for the good of the nation" we are speaking to you Republicans, YOU. And no one is stupid enough to fall for your scheduling "strategery" to try to preempt the president's speech. No one is interested in the same old failed ideas. GOP/TP -- Get over it.

True Patriot, what are you talking about? The debate has long been scheduled... Secondly, an article came out that said more Democrats avoided town halls during this break than Republicans. I'll find the link and post it. I have read your postings before. You fall into that extreme category (they exist onboth sides) that will never be impartial, and also won't decide the election (thankfully). Independents will decide the election, even if the fringe elements on both sides make the most noise- this inlcudes you.

According to the Republican 2012 Primary Debate Schedule, you can see the July 10th date was postponed, and the next date was September 22nd in Orlando, FL. Unless there's more reliable information elsewhere, please let us know.

What's to wait for Johnny, I mean you guys ran on 'Jobs, Jobs, JOBS' in 2010, in early 2009 you CLAIMED when you tried to shut down the American Recovery Act you claimed to have a plan then which would create twice as many jobs at half the cost and still we have yet to see one thing from the GOTPers which might create a single job or an environment that would be conducive to creating a single job. So as the last leg of the 2011 session of Congress is upon us you want us to wait for what exactly? More empty promises that you have a grand plan that will create jobs and stimulate the economic recovery.

The President had an opportunity to rise above pettiness, but he chose to be petty.

Boehner made the right choice, respectfully, to manage the President's visit properly, allowing for the vote and the safety measures, and even this is met with childish rants by the little people.

This is why compromise will not work in the current environment, and why we need super majorities in order to manage our way around this disaster in DC.

Maybe that will be the movie title when Obama leaves office "Disaster in DC". Has a nice ring to it.

Clever return Speaker Boehner. Obama of course wants to make a campaign speech disguised at a "Jobs Plan" in front of Congress, who he's running against next year, even though his party controls half of it. Of course Obama didn't check with the Speaker before he commanded that Wednesday, Sep/07 be the date for his Big Speech (seems Obama gives some kind of a Big Speech every Monday, Thursday, and Saturday), and now Obama has to move his time, to the night the NFL starts its new season. Like anyone was going to watch Obama anyway.

Maybe Obama should go back up to Nantucket to give his Big Speech. They seem to like him up there. One of the few places really.

Yes, we have three branches of government. But let's look at the chain-of-command:

The Presidential Succesion Actof 1947 provides that after the Vice President, the Speaker of the House, the President Pro Tem of the Senate, and then the members of the cabinet in the order in which their departments were created would assume the presidency, EXCEPT for one thing. In 2007, Congress amended the Succession Act to insert the Secretary of Homeland Security just after the Attorney General in the line of succession, figuring that in the state of emergency that would likely exist requiring the line of succession to go that far, the Homeland Security Secretary would have a stronger sense of how to quell the emergency than whoever would be next in the existing order of succession.

The office of POTUS commands far more respect and you dang well know it. And most Americans know that President Obama has been afforded the least amount of that than any other president to date. Furthermore, the president has been the first to show respect to others, time and again in his acceptance speech etc. How about this, instead of me listing all the times the president as been more than kind and gracious, you look it up.

No, I disagree that the president should postpone his speech. He has the bully pulpit right to get his message out first.

Practical Libertarian: DC Disastor has been happening for years. It is only most recently that the level of partisanship has gone beyond what is normal in politics. I don't understand why. President Obama is not a bad President. He has tried to get the economy going, even in light of the obstruction from the Republicans in Congress.

IMHO, if President Obama is re-elected and if the Republicans have control of Congress, which is a very real possibility, the greatest weapon the President will have will be the vetoe. President Obama has not had to vetoe anything, because the Republican BS could not get through the Senate.

    Obama had three choices when it comes to the date of this congressional address:
    1) Call congress back early -- fairly drastic measure, could have been done, but probably would have been similarly rejected
    2) Address them on their first day back -- shows it is a congressional priority
    3) Wait a day or two, then address them -- probably also panned for not being a priority ("Congress has already been in session 3 days and he is FINALLY getting around to it!")

    So, for those who criticize the President for spending too much time on campaigning, isn't deferring the nation's #1 priority for the sake of a purely campaign-oriented debate a little silly? Hopefully that's not all the speaker is worried about. Regardless of those who call this a political stunt, I say get on this, first day back. Boehner would have complained any way around it.

    It is disrepectful to the American people that Boehner did not accept the POTUS request for a joint session of Congress to hear the President's plan

    The Congress is back in session on the 6th. They would be respecting the whole country if they listened to the president's proposal and then started the process to accept , modify or bring up their own legislation to be voted upon by both chambers.

    It would be so refreshing to see Wshington to work together on a job program.

    The debates for Republican canddiates, two of which are member of Congress is a non event this early in the election cycle. Vacation is over... everyone get to work.!!

      Congress never turns down a request from the President. It has never happened in history. All this says is a silly GOP debate (one of 20), which already had its time slot moved, is more important than our government. Shameful.

      The President should just go ahead and give his speech on the steps anyways and show america where the real obstruction is.

They're not telling him he can't give his speech, they asked him to delay it by one day. Obama had no trouble delaying the speech until his vacation was over, what does one more day matter.       Actually, since the Speaker of the House said "NO, not on that day," the President has no choice. As the person in charge of 1/2 of a co-equal branch of government, Mr. Boehner controlls what happens in the House. President Obama should have had the courtesy to call and arrange this before hand. Since he (apparently) did not, Mr. Boehner had every right to slap him down.

      I actually don't like Boehner and I do like Obama, but this is just plain stupid. President Obama can't expect respect if he does not give it. He should have respected the Congress and gotten this wired before the letter was written.

      This from a Harvard/Notre Dame study:

      "Our analysis casts doubt on the Tea Party's "origin story." Early on, Tea Partiers were often described as nonpartisan political neophytes. Actually, the Tea Party's supporters today were highly partisan Republicans long before the Tea Party was born, and were more likely than others to have contacted government officials. In fact, past Republican affiliation is the single strongest predictor of Tea Party support today.

      What's more, contrary to some accounts, the Tea Party is not a creature of the Great Recession. Many Americans have suffered in the last four years, but they are no more likely than anyone else to support the Tea Party.       A White House official tells First Read, "Boehner’s office was consulted about the 9/7 date before the letter was released. No objection/concern was raised," so the letter went out.

      Yet you had already determined that the president was in the wrong - not Boehner. Why is that?

      dirp, The date was negotiated and 'pre-arranged' as per your wishes.

      It was only after the formal announcement by the WH, that Mr. Boehner chose to move the date to another day and didn't consult with House Democrats about his new, preferred date.

      Arranging these things is not simple. It is Boehner who wants to change the old agreement not me, not you, and not the President.

      But Dirp, should there ever be a last-minute conflict the precedent would go to the President of the US. Coz he's busybusybusy like Presidents always are.

      President Obama is now going to speak on Thursday in competition to football. The president could have booked another forum if he really wanted to. This just goes to show that the president was not playing politics.

      It would have been great having the president's speech, followed by the debate instead of a lame rebuttal. GOP/TP candidates in the debate could have responded to the speech real time instead of parroting scripted talking points. I might have watched it that way.

      So only the hard-core base will watch the debate, and the rest of us will entertain ourselves with highlights on the news later. And the rest of us know the president has been conciliatory once again, while Boehner has dissed the president once again with unwillingness to compromise to get 100% of what he wanted.

        This is silly. The White House did all the usual informal prior clearances as is normal for such events. You dont just "write a letter", its dumb, always, always you ring round first to make sure all is well and no clash etc. Then you send out the formal letter. Its the same for any major event not just The House, same in Business .... any walk of life where complex arrangements need to be made.

        Then what happens - Boehner throws his teddy out the pram ...... I'm the big boy here, so you can wait a day. The unemployment situation in this country needs addressed immediately, and we can simply move our current schedule to the next day.           What amazes me is, we read statements from the ill informed about this, that or the other thing that is spout off as fact. I.E. Mattl 2.1. How does he know a request has never been turned down before? Has he actually gone back and researched all the president's requests for a joint session to know for sure. I spect not. It was an attempt at opinion to be interpreted or construed as fact. I do think that for the educated to learn how stupid one is all they have to do is open their mouths and say something.               Anyone who believes this was not political, has their heads up their butts. For Carney to tell such a bald face lie only tells you what this administration is all about, getting Obama reelected by any means possible. First the WH knew that the congress was not due back into town until Sept 7th and that the Senate and House both had to agree to a joint session, yet the WH puts out a press release announcing the joint session of congress.

              Further, he wants it at 8pm EST, which means the majority of people on the west coast are just getting off work and will be traveling home. But then maybe Obama don't really care about the people on the West Coast since he feels he has their votes anyway.

              Why can't the President just put his jobs plan out in writing to members of congress and the American people by releasing it to the press, internet and other communications. I would like to see his proposal in writing, especially how he plans on paying for it, that can't be done listening to a speech by teleprompter.

              I, for one, am tired of listening to his speeches, and I want to see something in writing, not just more talk.

              Stick to your guns Speaker Boehner and let him give his speech when you are ready. 15 minute notice is very disrespectful.

              sfcret, I started out here being a very strong moderate Independent, I voted and served under both Mr Carter and Mr Clinton ( I actually still like Mr Clinton). However this gimme gimme gang has pushed me more and more to the right! I live in down town Detroit and live on a street where me and my wife are the only white people. We get along really well with all of our neighbors for several reasons. one is that they are aware of my military service and since I take several of them to the firing line and have taught them how to handle several weapons platforms. They also know they can depend on me to take on anyone that causes harm to our neighborhood. They are not outwardly political people even though they are mostly Mr Obama supporters. I mean they know better than to bite the hand that feeds them. However NONE of them are as nasty and vitriolic as the people on this blog. I also am a emergency foster parent and take in up to 8 children a month from crack raids and murders in the downtown area. I can not imagine how the people who live with these gang of gimme gimme even think about disagreeing with them. Can you imagine what would happen if they dare to disagree with any of them. Im actually convinced they are not even able to have a relationship with anyone but them selves!

                  Respect is earned not given because of rank or authority.

                  Ask yourself, what was scheduled first? Why is this speech so much more important than the others he has given on jobs? Why does it warrant a full Congressional audience? What can be gained by this sort of gamesmanship? The answers to these questions can lead even the most ardent Obama supporter to the realization that Obama is not ready for prime time.

                          Dan, how many power poles do you suppose Obama climbed, and how much hands on do you think Obama really did? Obama tries to be presidential by claiming to cut his vacation short, gee by about 12 hours out of 10 days.

                          As for your other remarks, Obama has been saying for 2 1/2 yrs that jobs was going to be his number one thing, yet when he had a super majority in the senate and a majority in the house he never created any jobs except for a few for his union buddies. His 1st year was wasted on a Trillion dollars in stimulus and a healthcare law that the majority of Americans still do not want. Hopefully the Supreme Court will do away with ACA.

                          The only reason Obama cut his vacation short was because his own safety was in jeopardy. If it was for work he would have done so as soon as they knew Irene was going to hit the east coast. It made land fall in North Carolina on Saturday and the outer bands were already coming into Martha's Vinyard then. So he had no choice. Get out then or be stuck.

                          Daryl - First I don't get all my news from Foxs News and I am not a teaparty member. I do my own research and I even watch, sometimes, MSNBC, and I will bet I read more newspapers than you do. But it appears you get all your information from liberal rags like the Huffington Post, MSNBC, NBC and moveon.org, daily kos, etc.,. Now the democrats had 60 votes in the Senate, and did until the death of Senator Kennedy (the two independents, caucus with the democrats, therefore they are democrats.) One more note, from what I have seen is that they are only about 60 members in the tea party caucus, out of 435 house members. Further the CBC has more members in their caucus than the so called "tea party" has.

                          I cannot wait until Boehner is replaced as the Speaker of the House. He has no class and is an extremely disrespectful of the President. Sometimes he acts as if he is the President. The US House of Representatives has accomplished very little since he took over. Most of the bills that have passed since he became Speaker are ideological in nature and none pertaining to creating jobs. BAU with him.                             It is obviously a political move to "one-up" the Republican debate. Huntsman has a new idea for jobs; what if it is better than the President's or even includes some of the same elements or (shudder) is delivered first, AND people hear them? The debate was scheduled first and has the same right as the democratic debates had to air in their original time slots four years ago. He announced two weeks ago he had a brilliant jobs idea, why not announce the idea then? It does not matter if he let the public know before the congress; if it is a good idea, it would have increased pressure on congress BEFORE they even had a chance to look at the idea. Now the President can wait 24 hours, it is not like his ideas will make an instant change, he has had three years to implement "change" already and has failed to do so.

For almost a year, the congress has been trying to consider the debt ceiling, the deficit and a much needed balanced budget. The Democratic controlled congress for TWO years before that were too worried about passing Obamacare to even pass a yearly budget before they left to go on the campaign trail. They even had trouble, with a vast majority at the time, to pass the repeal of DADT. They could not push through the Dream Act. They could not even function within their own party. All they needed was THREE Republicans to get what ever they wanted!!! Obama is following suit now on his eternal campaign. To quote Michael Douglas in American President;

                            "I was too worried about KEEPING my job to DO my job."

                            And yes, whambam, I DO know a lot more than you do down in "Texass". Real cute, and immature, by the way.

                                  It will be interesting to hear Huntsman describe how to keep or create jobs in the US after the Huntsman company has made a steady exodus from US shores...still, what good is a "Huntsman plan" for someone out of work TODAY?...or don't ya'll get the whole idea is to keep you unemployed until and if the next election cycle results in a corporate raider or offshoring employer or pray, but don't expect help promoter to snow the public enough to get to pick new drapes?

                                  An hour and a half after the Congress comes back in session after a 5 week break just isn't a good time to ask them to start working on the President's jobs proposals, apparently. Not that anyone expects them to say yes to anything he proposes anyway, but it might be nice if Congress at least made a gesture that they gave a rat's @$% about the un- and under employed.
