Outlines of 'HillaryCare' were known before Perry wrote letter praising reform effort

Gov. Rick Perry may face an old political ghost from his tenure as Texas Agriculture Commisioner -- a complimentary letter he wrote in 1993 to then-First Lady Hillary Clinton to urge her to consider the needs of rural residents as she drafted what would later be derided as "Hillarycare."

In the letter, dated April 6, 1993, Perry wrote to Clinton, “I think your efforts in trying to reform the nation’s health care system are most commendable."

He went on to request that the health-care task force consider the unique needs of "farmers, ranchers, and agriculture workers, and other members of rural communities."

Perry campaign strategist Dave Carney told The Daily Caller, which first reported on the letter yesterday, that Perry would not have known the specifics of the policy at the time. "The letter was at the onset of her efforts before she proposed anything," he said. "No one could have imagined the horrible monstrosity she cooked up, in fact, not to be outdone until 'ObamaCare' years later."

It is true that the precise details of the plan were unclear at the time and the process of hashing out the policy was (now infamously) opaque. But some of the broad goals of the legislation were being reported at the same time Perry was penning praise to Clinton.

According to a Los Angles Times report from April 5, 1993, the plan was designed to, in part:

* Guarantee that a uniform package of basic benefits will be available to everyone, although not all the uninsured will get this coverage right away. Among the basic benefits would be hospital and doctor services, including mental health care, and some prescription drug coverage.
* Create a standardized insurance form and bar insurers from refusing to cover people with pre-existing medical conditions, in order to enable people to change jobs-and insurers-without fear of losing coverage.
* Enact tort reforms to reduce medical malpractice litigation.
* Impose a price freeze on private-sector medical providers while the system of cooperatives is phased in, a process that could take three to five years.
* Phase in a requirement for employers to provide workers with health insurance, with government subsidies to help the smaller businesses.

Several of those objectives, including the mandate that employers provide health care for workers and the guarantee of universal benefits to everyone regardless of pre-existing conditions, are now objectionable to conservatives like Perry, who has said he wants to use an executive order to dismantle "Obamacare."

Asked if Perry would have considered "commendable" those goals, which were public at the time that Perry praised Clinton, Carney told NBC News that while "insiders" were speculating about the details, Perry was simply raising concerns about an important constituency.

"The letter is very clear," Carney wrote via email. "They were trying to reform health care and no one knew how awful the final product would become. Insiders may have speculated on what might come out of the process. Rural voices and concerns deserved to be included."

    Honestly people! I live in Texas and Perry's style is all for one as long as the one is me. President Obama is a true gentleman and believe it or not that is costing him. He chooses not to say anything bad about anyone, holds his tongue when he should probably get angry. I would like to see him be more forceful in his beliefs, standup to these right wingers and say this is just how it is going to be. I want someone that will focus on the poor, not the middle class, they are still in their homes. I worry about the population boom of the unemployed and homeless. Most homelessness now is not by choice it is by no other choice. When we have whole families living in a tent or under a bridge and have idea where that next meal will happen? Men and women that defended our country come home to no jobs and no homes! Then you get to read about the oil companies making record profits. Our country seems to want only the wealthy to survive and to hell with the rest. Do we not see we are allowing this to happen with our indifference. In the sixties we got angry and took to the streets and fought the estabishment, now we just say that's the way it is. There are more poor people out there than rich and they can make a real differnence at the polls come 2012 by voting for the person that reaches out to them and shows them that change will include them

        So Rick Perry was commending Hillary on her health care attempt. But his spokesman fortunately clarified his stance - Mr. Perry was commending a person for their acions without even knowing what those actions were.

And Texas is tied with Mississippi for the highest percentage of hourly workers paid at or below the minimum wage.

                                So, jobs have been created but they tie with Mississippi as being the most at or below minimum wage in the country! Next time you hear him touting his jobs remember this.

                                Perry took in all those horrible government jobs ya know! The Army bases, heavy NASA presence and other federal installations. He had much of nothing to do with that job growth.

                                He also took 17 Billion in that nasty ole stimulus money and then doled millions out to the big corps that are his supporters. Yep he's fine upstanding Christian.

                                                It is obvious that most of the respondents to this story are urban dwellers and likely have never been exposed to rural America.  The letter from then Director Perry was a legitimate exercise of his responsibilities to his constituents in Rural Texas.  The need for healthcare reform has been evident for many years. Hillary made the same mistake as Obama...her eyes were bigger than her stomach (his are bigger than his ears), and she attempted in her role as 'two for the price of one' to impose a system upon Congress.  Obama had overwhelming majorities and was able to fiddle over what he has always thought would be his signature piece of legislation while the employment system burned to a cinder.

                                                          The general welfare clause has nothing to do with the general well being of the citizenry. It was carried over from the Articles of Confederation and relates to the general welfare of the Republic-the nation, not the people themselves. It is about the general stability and functionality of the govt itself, as the clause states “The General Welfare of the United States”, not the citizenry. The sentence clearly states that the taxing power is for the purposes of the common defense and general welfare of the United States. There is a reason for conjunctions in a sentence.

                                                          “If Congress can employ money indefinitely to the general welfare, and are the sole and supreme judges of the general welfare, they may take the care of religion into their own hands; they may appoint teachers in every State, county and parish and pay them out of their public treasury; they may take into their own hands the education of children, establishing in like manner schools throughout the Union; they may assume the provision of the poor; they may undertake the regulation of all roads other than post-roads; in short, every thing, from the highest object of state legislation down to the most minute object of police, would be thrown under the power of Congress… Were the power of Congress to be established in the latitude contended for, it would subvert the very foundations, and transmute the very nature of the limited Government established by the people of America.”

                                                          Dear Sir,--I have received your very friendly favor of the 20th instant, referring to a conversation when I had lately the pleasure of a visit from you, in which you mentioned your belief that the terms "common defence and general welfare," in the eighth section of the first article of the Constitution of the United States, were still regarded by some as conveying to Congress a substantive and indefinite power, and in which I communicated my views of the introduction and occasion of the terms, as precluding that comment of them; and you express a wish that I would repeat those views in the answer to your letter.

                                                          In tracing the history and determining the import of the terms "common defence and general welfare," as found in the text of the Constitution, the following lights are furnished by the printed journal of the Convention which formed it:

                                                          The terms appear in the general propositions offered May 29, as a basis for the incipient deliberations, the first of which "Resolved, that the articles of the Confederation ought to be so corrected and enlarged as to accomplish the objects proposed by their institution, namely, common defence, security of liberty, and general welfare." On the day following, the proposition was exchanged for, "Resolved, that a Union of the States merely Federal will not accomplish the objects proposed by the Articles of the Confederation, namely, common defence, security of liberty, and general welfare."

                                                          The inference from the use here made of the terms, and from the proceedings on the subsequent propositions, is, that although common defence and general welfare were objects of the Confederation, they were limited objects, which ought to be enlarged by an enlargement of the particular powers to which they were limited, and to be accomplished by a change in the structure of the Union from a form merely Federal to one partly national; and as these general terms are prefixed in the like relation to the several legislative powers in the new charter as they were in the old, they must be understood to be under like limitations in the new as in the old.

                                                          But admitting the distinction as alleged, the appropriating power to all objects of "common defence and general welfare" is itself of sufficient magnitude to render the preceding views of the subject applicable to it. Is it credible that such a power would have been unnoticed and unopposed in the Federal Convention? in the State Conventions, which contended for, and proposed restrictive and explanatory amendments? and in the Congress of 1789, which recommended so many of these amendments? A power to impose unlimited taxes for unlimited purposes could never have escaped the sagacity and jealousy which were awakened to the many inferior and minute powers which were criticised and combated in those public bodies.
