According to a senior White House official, President Obama on Thursday night was prepared to tell House Speaker John Boehner that in order to get support from congressional Democrats, he needed additional revenue -- $400 billion -- beyond he revenues that were being discussed.
The two men did not actually speak, but that was the White House message to the speaker's office.
The White House official says the president didn't hear back from the speaker, because Boehner didn't return the call.
The official adds the president's offer would have included flexibility over the number. "If you can't get to 400, let's talk," was Obama's message, the official says.
But, the official argues, both sides had already been going back and forth on revenues, cuts, and triggers -- refuting Boehner's charge that the president "moved the goal posts."
So that's the White House's perspective. Here's Boehner's: "Under the framework, a CEILING was offered by the White House that would generate $800 billion in new revenue over 10 years. This would be done through comprehensive tax reform that would clear out deductions, credits, and loopholes in the system – and spur economic growth," a Boehner official tells reporters.
"After the Gang of Six plan came out, the White House moved the goal posts and insisted on $400 billion more in higher taxes –- a 50% increase in revenue –- and wanted that to be the FLOOR instead of the ceiling," the official adds.


Why does the press refuse to bring home the point that the debt ceiling talks are a hostage taking mechanism used by the Republicans to get what they couldn't get during the regular budget negotiations process? Never in history has this happened. All administrations have been able to get a debt ceiling raised, even Bush when he was financing the immoral Iraq war and lower tax rates for the wealthy the other party hated, both of which are actually the true causes of our deficit woes.
What I don't understand is why the press doesn't call attention to the fact that the debt ceiling is, very simply, about making sure we can pay our current obligations. It's not about saying, "oh, we want to increase future deficit spending." These are debt obligations incurred as much by the Bush administration as by the current one. It has nothing to do with future expenditures, and should not be held hostage to those kinds of discussions. Budget discussions should be held when budget discussions are normally held. We shouldn't even be having this discussion right now. Raise the debt ceiling, and move on. Talk about the budget during the next budget battle.
Recall that last weekend that the media, including First Read, said "We'll know by Sunday (of last weekend) if a deal was possible." Evidently, it wasn't possible.
Obama does not seem aware that somehow the debt ceiling needs to be raised, and must be raised soon. He told Congressional leaders to bring their bottom line offer in to the talks last weekend. Republicans did that, even passed the Cut, Cap, and Balance legislation to support the raising of the debt limit. Harry Reid made sure that bill was dispatched quickly in the Senate, without debate, without amendment.
Since last weekend, Obama has been wasting every ones time as he tries to pack more and more tax increases into the "Big-deal". Speaker Boehner, knowing that he has to get some kind of bill through the House to raise the debt limit, just got frustrated with Obama's scatter-brained negotiations, and now is talking with Reid in the Senate trying to figure out how to raise the debt ceiling. Obama continues to waste everyone time by demanding both the House and Senate leaders show up to the White House so he can rant at the GOP yet again. Speaker Boehner was gracious enough to accept the demand, but he knows his only hope now is getting a short term deal with Reid.
It's kind of looking like that's how it will have to be. There may be some minor cuts mixed in with raising the ceiling, but other than that, it will be a clean bill.
The L.A. Times is reporting that, after the "Gang Of Six" announced an agreement-in-principle that included $1 trillion in additional revenue through the reform of the existing tax code, President Obama backed away from a $800 billion in revenue number already negotiated in the talks with Speaker Boehner...he wanted a better deal, and he was taking heat from Congressional Democrats over rumors about the details of the proposal on the table.
So, instead of offering up the "Gang Of Six" $1 trillion in revenue number, the President upped the revenue number by 50%, or $400 billion, to $1.2 trillion.
At that point, Speaker Boehner evidently decided that further discussion was pointless.
Honestly, if the Times' account is accurate...I can't blame him.
So are people finally figuring out that the media is complicit with the forces ruling the GOP? The (Koch, multinational corporations, media moguls, hedge funders, etc) are using the Tea Party dupes to try to take down the government of the United States Of America. I hope people understand what is going on here. I watched Pres. Obama's presser yesterday. It was powerful!!! He called out every actor that has been dishonest or obstructive forcefully and passionately. What followed left me dumbfounded. The spin was from opposite land, where somehow this was all Obama's fault! It was a real aha moment. I have been watching this whole process , and it is NOT the President's fault believe me. why have they been diminishing the Prez as a person, as leader, as a human at every opportunity? Why have they purposely shut him and Dems out of the media, with the public never hearing of accomplishments? Why , the week following the killing of OBL was the a parade of Bushies on TV cynically taking credit for the whole thing? Why, just today was John Boehner claiming to be an equal of the President of the United States? Do we need any more proof that they are using race to polarize the American people, and failing that mounting a propaganda war, the like that Karl Rove could not even imagine? What about all of the RW laws in the states? What about all of the voter restriction laws? Is this making sense? and the "left" blogesphere has been taken over by Rovian /Koch implants and libertarians and hires, making it useless for organizing? So now what?

Why do Chuck White and other liberals refuse to understand, comprehend or accept the fact that raising the debt ceiling is NOT necessary to meet our obligations? All obligations can be met with the income that continues to come in. What may be necessary if the liberals do not accept that Americans across the country are telling them to cut spending and that we are taxed too much is that some government organizations may need to be cut. Education, EPA and others are enough cuts for us to still be able to keep the country running just fine.
The President has no plan with enough supporting votes. It is his job to settle all this with a plan supported by votes. The votes in Congress are of the People. That should be good enough for any President. He is President of the People. The Ideology fight happened in the States during the elections and the Presidency must respect the People's choices. When the President shows contempt for any member of Congress he is showing contempt to the People that elected that Congress person.

Well said Roy. At this point , one tries hard NOT to call the President a Liar. He changed his position as he has done on many issues when it looks as if he is losing an argument with the American people. He will say anything to get re-elected and LYING is not "off the table" either.
The republicans have trusted the democrats to cut spending in exchange for higher taxes and so far the democrats have reneged on those agreements. Refusing to raise the debt ceiling is the only negotiating point that the republicans have to hold the democrats to their word. The democrats are planning on defaulting if necessary so they can blame it on the Republicans and thereby drive this country into ruin with reckless and uncontrolled spending to buy votes for their party. If the democrats get their way we can only expect our economy to languish or possibly even get worse.

After perusing this site for almost 3 to 4 months and mostly observing the the discussions on here, a good deal of the polarization(at least on this site) comes directly from you Mrs Redhead and your inablity to have a civil discussion without resorting to name-calling and insults, pure immaturity, which is actually punctuated by the text smiley's you type. Someone else posted this somewhere else but it's almost word for word my take on what's going on:The problem is massive OVERSPENDING!!! Not too little debt. Not too little government. Not too little taxation.
The Republicans were big spenders under Bush from '01-'06. 9/11, the War on Terror, and Katrina occurred. Things got much worse with Bush and the Democrat Congress of '07-'08. But Obama, Reid, and Pelosi completely blew everything out of sight in '09-'10, and unfortunately Boehner and the Republican House did not put a stop to the madness this year. They are finally attempting to do so since our backs are hard against the wall. Quite naturally, the Democrats are reacting like a wild animal being caged.
We shouldn't raise the debt at all. We should just operate on the present $2.2 TRILLION of Annual Tax Revenue. Pay the very basics for SS/Med & Defense, and then scale the Federal Government way back from its present monstrous size with what remains.
The Republicans have put forward the workable CC&B Plan, and passed it out of the House. Naturally Reid killed it on a Procedural Vote in the Senate because he's too much of a wuckfad to give it a straight up or down vote. Probably academic though as Obama had already threatened a veto if it reached his desk.
So truth be told it is Obama and the Democrats who are unwilling to compromise. They have not put forward a single piece of legislation as have the Republicans. They refuse to make meaningful Entitlement Reform. And they still continue to beat the tired old the class warfare raise taxes drum even though they know that isn't a viable solution.
Therefore we must believe either they are competant, and their vile ulterior motive is to reach Aug 2, without a deal so they can scream Armageddon; or they are incompetant, and they continue to just fly in the face of the overwhelming majority of the American Public who side with the Republicans on not raising taxes, stopping the idiotic spending spree in DC, and having a Balanced Budget Amendment to the Constitution.

There was nothing in Feisty's post that justified your reaction. I didn't read much after that, although I did note that you believe it is necessary to tell us ... for about the millionth time ... that Washington has a spending problem. And thanks.
But we already get that this is the right-wing's main talking point, and really your only talking point. What you apparently fail to get is while Bush and Company (and that includes Congress) went on that initial spending spree, they also helped precipitate the present crisis by stealing from the Social Security trust fund while at the same time deliberately slashing revenue by enacting massive tax cuts that people have now gotten used to. So, in reality, we DO have a revenue problem, spawned by Bush & Co., and perpetuated by the deal made last December that renewed those tax cuts. Both sides are to blame.
That's the part that unsustainable in all of this. You can't keep cutting the heart out of things and expect the blood to keep flowing. At some point, you have to put the heart back. And it's time to grow up and acknowledge that.
We also get that right-wingers think all liberals are evil. I personally think it's interesting that evil, vile, and live all use the same letters. If you live with evil thoughts, you eventually become vile. Try to remember that, because your post demonstrates that you are already at least half way there.

Chuck, totally agree with you. It was the House who wanted to connect the debt ceiling and budget deficit together. They have basically held the vote to raise the debt ceiling hostage to budget deficit issues. Now that they got the Dem to go along with spending cuts they are still not open to their own goal of reducing sending because they won't agree to revenue side. According to the statement above, each side is 400b apart on the revenue side.
Meanwhile, the stock and bond markets will be weighing in on this impasse on Monday morning. It can get ugly real fast.

I hope the good people of Ohio, after evaluating the new Gov. that is taking everything away from them, will also think really hard about re-electing Boehner to the House. JoAnn-While I don't live in Boehner's district, I know that a portion of it goes quite far north on I 75. We travel that way quite often & until about 6 months ago, many still had their McCain/Palin signs up. A goodly portion of his district is VERY conservative, probably more toward tea party.
Re the governor-that race was very close. When I went to bed Strickland was winning so you can imagine my shock when the next morning I found out that Kasich had won.

Before you start throwing all the stones at the current Ohio Governor, did you notice that the current Ohio budget is BALANCED (started with an $8B deficit) and that no new taxes were levied?

No new state taxes maybe. But all the local school districts will be going to the voters this fall as well as many local communities. A number of libraries have had to ask for levies for the 1st time ever. You can bang the drum all you want about a balanced state budget but its not making an ounce of difference at the local level.
If the Kasich plan for the state is so great, how did the repeal of SB 5 make the ballot? Obviously people are not comfortable with the long term effects it will have.
This is not about helping the state with a Budget crisis. This is about busting unions in a power play to take out Democratic resistance to a Communistic Republican power grab.
Like in Ohio they removed people in their own party off of the vote in the senate because it would have failed there they removed two from their own party who were going to vote no for two other that would vote yes. It passed the senate by underhanded tactics and still only squeaked through because the vote went 17 for 16 against with 6 Republicans voting no.
Like in Wisconsin. Where any union that supported Republicans became exempt from the Collective Bargaining Law but all that voted Democrat are to lose their Right to stand as a group and negotiate a better wage because republican do not care for workers rights they always side with the company no matter what the issue is. The governor there said this has nothing to do with Busting unions then take out everything in the bill that effects money meaning it was "ONLY" about busting unions Even though over 70 percent of people believe Collective Bargaining Should "NOT" be touched and that it should not be changed.
Blaming Unions for Giving millions to businesses who make no contract to keep or retain jobs here or in any state but ship them overseas is further proof of why we need to raise tax level back to what they were before the Bush tax Cuts that have got us in the place in the first place. When Clinton was in office those who had more paid more and what did we have Jobs all over because we took in more money and the Debt was gone. We had a huge surplus and Republican couldn't wait to pass tax laws to give the majority of it back to those Who really didn't need it the rich and the businesses who like i said make no contract to maintain or Hire here in the USA.
We need to Cut some Spending End the loophole for Tax breaks of sending American jobs overseas and increase tax levels on the tops 5 percent to what it was when Clinton was in office that will pay off the debt and get us out of the mess republicans created with the cuts in the first place. But they will knock it as they always do.
Budget is not balanced they are robbing the money set aside to help pay for Health care and trying to steal that to pay the budget shortfall left by the republicans controlled congress and senate in Ohio.
By the Way the Governor of Ohio poll number are at the staggering level of 27 percent approval and SB5 will be overturned here like the fart in the wind it is.
I'm an independent but any respect I have left for Boehner is fast disappearing. I know this may sound archaic and medieval, but you never walk out from the President - he is not a king but there is more to certain curtesy than meets the eye. If you don't agree on the $400 billion, do not walk out just to score cheap political points. The President doesn't vote in Congress so if he says he wants +400 in increased revenues to get the Dem vote, the immatured thing will be to walk out on him - this isn't some lunchbox debate.
I fear that important programs like Social Security, Medicare, etc. are about to be sacrificed for a raised debt ceiling. No sacrifices will be made on the part of the rich, the 1%. Why are the rich to be exempt from sacrifices that everyone else is being asked to make? And, please, let's not talk about the rich creating prosperity for everyone else. Just look at the history. Prosperity has occurred in the US when the govt went after plutocracy. This is what trust busting Teddy Roosevelt and FDR did. Plutocracy serves no one's interests but the plutocrats. And Tea Partiers, I hope you take a serious look in the mirror when you say get rid of Medicare and Social Security, esp. when I suspect alot of you have parents or grandparents in a nursing home under in medicaid. Alot of you want to privatize social security too. Are you actually dumb or delusional enough to believe that you know how to invest. When do you think those Nasdaq stocks are going to come back from their 2001 highs? Another 10, maybe 20 years? Let's face it's hard to refute the fact that at best the market flatlined in the last 11 years. With an aging and slow growing demographic, where is the economic growth going to come from? Bottom line: the stock market is alot like social security is a ponzi scheme in that both require someone to pay more for something than you did.

FACT 1: The costs of SS and Medicare have been increasing faster than the revenues collected for them for many years
FACT 2: Our elected officials moved the SS trust fund over to the general side of the budget in the late 90s in order to allow the use of some of those monies to pay CURRENT DAY expenses (yes, there were "special" government debt oblgations issued but the monies were not used to make INVESTMENTS in the future so there is now nothing but hot air to pay the IOUs)
FACT 3: To bootstrap Obamacare $500 billion was slashed from projected Medicare spending

Seemingly the President was willing to work with the Speaker when he sent/or the message "If you can't get to 400, let's talk." Instead, Speaker Boehner sent the President an e-mail informing him that he would talk to him at 5: 30 P.M. The President was open to talking it through with the Speaker, but he couldn’t get him on the line. From about 3:30 P.M., the things were in the works for the Speaker to walk out the talks. The White House received the official call at 5:30 P.M. from the Speaker saying that he was walking out of the talks. The Markets had closed.
It was disingenuous for Speaker Boehner not to return the President’s call and to inform the press of his decision to walk out of the talks before he had informed the President. The timeline on Speaker Boehner's walk out is very telling!
I don’t believe someone has written "He needs to know his place.” This statement captures the rallying cry of the Tea Party sentiment. This statement has been at the heart of amidst towards the President and everything that he has tried to do for the nation. This statement is the jargon of white supremacy and white nationalism. I’m quite sure this was a mistake of awkward wording.

2.7 Trillion dollars is what the tax cuts cost America. The rich have been getting a bargain we have had to borrow money for the tax cuts for the rich. Why is it again that we shouldn't ever raise taxes on the rich? If they helped build up the debt, shouldn't they help pay now?

Heres some facts for you to chew on.
This cycle there are 22 Democratic Senators up for re-election. They will all be considered guilty by association just for belonging to Obama's defunct party.
The esteemed Republican party only needs a net win of three of those seats to gain the majority in the Senate. Harry Reid can then go sit in the corner and brood. I personally expect many more seats to be won by the esteemed Republican party. Winning the White House is a given. Not a problem.
I actually called the results of the last election fairly accurately. I figured the House would be taken by the Republican/TP Inc. party and the Democrats would lose some seats in the Senate but still retain control of the Senate (don't make the mistake of confusing this with what I said I wanted and hoped would happen).
Here is my prediction (and you can all bookmark this, if you'd like):
The Republican/TP Inc. party loses big. They lose the House but the Democrats do not get a 2/3 majority, just more seats than the Republican/TP Inc. party has today. The Democrats win enough seats in the Senate to take them over 66 seats. President Obama wins by an even larger popular vote margin than in 2008, but only a slightly larger or even the same electoral vote victory. All of this made possible by an newly energized voting public that takes voter turnout to over 50%.
How about we END the REPUBLICON party INSTEAD of social security and medicare. Only a FEW would miss them.
The only ones that would miss them is the tea people.
The government either complies with the demands of Moody, and Standard & Poors (basically what Boehner is seeking), or they default and pay billions of dollars in higher interest rates. It's that

The debt ceiling isn't the issue, tax increases are. they want 400 billion revenue, cut it from government, it's too big. Consumers always end up paying tax increases anyway, Business pass it along. Let me see if I got this right, for, at least, a week or so the liberals have been pushing the so called debt ceiling bill as being: 1) $3 Trillion in spending cuts over 10 years and $1 Trillion in revenue by revising the tax code to eliminate loop holes, subsidies, deductions for corporations, etc.,. It appeared the deal was close until the democrats in congress, playing to their liberal base, revolted. (President Obama's exact words.)
In a panic to blame republicans Obama rushed out with $1 Trillion in discretionary cuts and $650 billion in entitlements (medicare, medicaid and Social Security) AND $1.2 Trillion in revenue (taxes) and an extension of the debt ceiling through the next election into 2013.
No wonder the republicans walked away. BTW, I have been following these talks for some time and this latest proposal by Obama has never been mentioned that I can remember.
The ENTIRE Republican Party is controlled by the Tea Party--the most vile group of political extremists in modern American history. From 1970 to 2000, the average rise in compensation (adjusted for inflation, etc.) for all income earners was $0.05/hr over the entire 30 years. Over the same 30 years, the average rise in compensation for the top 1% of those same income earners was $646.00/hour . . . every single year.
It's obvious that we shouldn't ask those poor people in the top 1% of income earners to sacrifice anything to help this country, we need to make sure the other 99% bear all of the burden. After all, the bottom 99% get the equivalent of a whole nickle more an hour than they did in 1970, they can afford it more than the upper 1% who only got the equivalent of $19,380.00 per hour more than in 1970.
And on top of all of that horrible sacrifice the top 1% made between 1970 and 2000, the Bush tax cuts forced them to make even more while those lazy middle class wage earners didn't get anything. The horors of asking the top 1% to help. How could we be so callous?
