Obama to Boehner on Title X cuts: 'Nope. Zero'

As the debate raged in Washington over a budget to keep the government from shutting down, the issue of abortion funding was consistently in the spotlight.

Ultimately, Democrats succeeded in retaining funding for women's health organizations that also provide abortions (like Planned Parenthood), but they were not able to eliminate a controversial 'rider' related to abortions in D.C.

A senior Democratic aide says that on Thursday night at the White House, President Barack Obama told House Speaker John Boehner that the White House would include the D.C. abortion language that was in a Republican House-passed one week extension bill. That provision bans the District of Columbia from using its own local tax money to pay for abortion services.

The aide says he witnessed the president say to Speaker Boehner in the Oval Office, "John, I will give you D.C. I'm not happy about it."

But when Boehner later asked for the elimination of funds for Title X -- spending for women's health and family planning organizations that also provide abortion services, the aide said the president flatly refused.

The president replied, "Nope. Zero."

Boehner continued to push to discuss the funds, the aide recalled.

The President repeated: "Nope. Zero." 

"'John, this is it,'" the aide described the president as saying. "'This is it, John."

There was a long pause as no one spoke in the Oval Office spoke.

The Planned Parenthood issue was resolved that Thursday night.

Read your history Mary, almost all of the New Deal was gone by the time Eisenhower became President. Most of it was overturned by the Supreme Court as Obamacare will be. The Republicans will never have to vote on it.

The wall street oil & gold speculators who drive the prices of oil up and profit from you paying $4/gallon and even more when you'll pay $5/gallon during the coming summer. I don't know about you, but i don't think they gave up hardly anything. But it's a good thing that the gop, birther, & tea party requests for a 33% reduction in income taxes for the people making over $2B/year wasn't approved either. Still in the end, if you were to count up the gains and losses, you'll find that the ultra-rich gave up very little in the greatest spending cuts in our history. But who gained the most from the hundred of billions in tarp. I tell you it was the ultra-rich. The gop, birthers, & tea party represents greed & hoarding - the creed of gordon gekko.

        What happened when Bush faced $4 a gallon gas? He opened a lot of new drilling and prices came down within 4 months with oil going from over $100 a barrel to $40 a barrel. Over course Democrats want higher taxes but they have given out so many new deductions, shelters, and tax waivers that none of those corporations such a GE are paying any taxes. Yes, Paul Ryans budget plan lowers the top tax rate to under 25% but it also does away with most of those deductions. I would rather have 23% of billions than 35% of nothing. It is not about who pays the highest rate. It is about what brings in the most taxes while growing the economy. Just look at the green energy program and Obamacare. Billions of dollars in tax deductions given away.

                I recently called my local planned Parenthood for info on prices for Pap smear and other non-abortion related issues. Because my insurance sucks I thought I could get these services and save some money. Because my income is on the low side of the high range, I can't afford them right now either. That being said, I will get my stuff taken care of a little later. But to think that a woman in a lower income range would put her life & health at risk because the funding was taken away chills me to the bone. I am a staunch republican and even I know that there are no federal funds to be used for abortion services. This sounds like a case of cutting off one's nose to spite your face.

                Barbara, Planned Parenthood does not do PAP smears or Mamograms. They only recommend places to get them. A survey group called over 50 PP locations last month and none of them said they did them. According to public filings and Abby Johnson, former head of PP in Texas, over 80% of procedures at Planned Parenthood are abortion related. Planned Parenthood is the largest provider of elective abortion services in the US. Do not kid yourself about who they are. Any tax dollars given to them underwrites the overhead for their main goal which is to provider abortions.

                      Ray, in our large society, people's taxpayer dollars are constantly used for things that some of us object to. For example, some people are vehemently opposed to war. Yet, their tax dollars go towards funding wars of choice. We can't micro manage line items in an appropriations budget. As a taxpayer, I welcome my tax dollars funding Planned Parenhood. The services they provide, including abortion, save us all money in the long run and help save lives of low income women. Abortion is legal. Let's move on from this debate.

                              What "health services" would have they been denied, ED? Have you actually done any research into this matter? Some numbers JUST FOR YOU.

                              2009. PP performed 320,000 baby killings at an average of 400.00 /"pop". Total for baby killing netted them 128 million dollars. Taxpayer funding was 300 million. So, cut 128 million (or all) of tax payer funding and what are you left with? People having to pay more (responsibilty) to abort their "mistake". Or maybe they will actualyl have to raise the cost of killing babies. Either way, your claims of "women's health" are nonsense.

                              Another fun fact for you concerning PP. They performed 62x more abortions than adoption placement.

                                          Republicans may continue to obsess on "supply side economics" until there is no money left in society. That is their religion. They keep trying to turn capitalism on its head and Ronald Reagan couldn't care less.

                                          How much money would an investor need to invest in something unprofitable? What would posses them to hire people for no reason to do something not needed? Hiring is completely conditional and the purpose is to profit. Investors are investing where the profits and return on investment is the greatest - capitalism 101. The hottest markets with the least overhead and investment are China and India and several other hot spots. The American economy is hum-drum and weak. It is cheaper to ship to America from elsewhere and focus on the best returns. China is not displacing us, it is rushing to catch up and join us. For investors, China is the new world.

                                          Then there is the simple working of capitalism. To make products requires materials, plants, labor, production, and distribution to consumer markets. The money does not trickle down, it is a purposeful investment from the top, for the top, and of the top. What goes down must come up with a profit. The top is a sponge and only puts money where there is the biggest profit potential. The wealth at the top could be doubled, but there would just be that much more investment where the highest returns are. There has to be stability and consumption for a business to invest in labor. When consumption is lower and unsteady, the circle is broken. Investors read the signs and tip toe back, but the last thing they do is hire labor. Right now we have an oversupply, but the situation is improving. How fast that will happen is anybody's guess.

                                          Republican economics are draining consumption and slowing investment, but investors that are experiencing a golden age are being given more and more free money. Do you think wealth will get too top heavy and spring a leak? Ask a Republican Congress member. They may say yes or just believe and believe and stuff and stuff.

                                          At the bottom consumption is for survival, educations is hope, health care is life, nutrition is health and they are on their own. Odds are that will result in ignorance, destitution, disease, unconscionable death, and a shrinking middle-class trickling down. There is not just no need for it to happen, no reason based on economy or capitalism, and injustice to society, religion, and values.

                                          I hope I am wrong, but I'm certain this will not work and improvement would come by stopping it or in spite of it. Spending during recovery is better than not. Sudden cutting will cause deterioration right now. The timing is terrible. The problem needs to be solved as soon as possible, but that is economics and Congress is all about politics at this time.

                                              Mary, the economy did nothing after Clinton raised the tax rate, why do you think the Republican took over congress in 1994. Gingrich and the GOP made a major cut in the capital gains tax in the Contract with America which helped free money for investment. Tax income made no major increase until 2005. The largest total tax receipts in history were in 2006 and 2007 after the Bush tax cuts. Won't do any good to raise those taxes. Obama and the Dems have given out so many new deductions, shelters and tax waivers, GE still won't be paying any taxes on $15 billion in profits.

                                                If taxes aren't being used for abortion, why did the Democrats remove the clause requiring no tax money to be used for abortion removed from the 2009 appropriation?                                                   Perhaps because it is redundant to the law against doing it in the first place and in every women's health care grant conditions, with audit and law enforcement reinforcement and criminal as well as obvious penalties. Every such grant has been that way since 1976 and the law has been amended to rule out any options.

Someone who makes $10K a year that has to give up $1000 of their income or someone who makes $10,000,000 who has to give up $100000 of their income? If you can figure that out, you'll figure out why it doesn't hurt the rich to pay more but it DOES hurt the poor even when the "percentage" paid is the same. That is EXACTLY why we have tax brackets. The rich can AFFORD to pay more w/o any negative impact on their lifestyle, buying power, etc. They still have TONS of discretionary / disposable income to spend. When poor people are taxed at the same amount they have much LESS income, can SPEND less and thus BUY less. When poor people buy LESS, businesses lose money and workers lose jobs. It's not frigging rocket science.

                                                                                    @real sick of it ... after all the loopholes, deductions, deferred investments, etc the rich don't end up paying anywhere NEAR what they should because their AGI is drastically reduced. Also most of the "rich" don't have "earned" income. It's mostly investment income which is taxed at a rate lower than even I pay. Why should lower income workers pay the same or more for busting their asses while fat ass capitalists sit on theirs ?

                                                                                    Warren Buffett says he paid 17% in taxes for $$$ earned in 2009, now I don't know about you, but I paid 33%. BTW: he further says, he'd pay more when required to do so.

                                                                                    Yes, the rich does pay more all things being "equal.". $10 @ 10% = $1.00, where you $100,000 @ 10% = $10,000.00, so to answer you are both correct, but that is not the math.

                                                                                    Let's get real folks, change is not easy, but when we keep up these talking points we're no different than the people from countries we live too hate. The fact is, we are better educated and agree we want a better future for ourselves and our famous, yet we argue over ideology that should be based on the whole not the some.

                                                                                    It's not that simple, run a $60,000 and a $300,000 income, married with 2 children, and you will see that the $300,000 income pays 49 time more taxes, with a 5 time more income, and that is after the "tax break" that the Demos complain about. Haven't tried it with a $30,000 income, but I suspect it will more times.
