After an all-night negotiating session, Senate Majority Leader Harry Reid said Thursday that he is “not nearly as optimistic” as he was last night about avoiding a government shutdown before a Friday deadline, saying of a federal funding gap: “it looks like it’s headed in that direction.”
The Democratic leader said that the two sides have essentially agreed on the amount of money set to be cut from the long-term budget but that Republicans have drawn a line in the sand over “ideology” – including policy issues dealing with funding for Planned Parenthood and the Environmental Protection Agency.
“Our differences are no longer over the savings we get on government spending, Reid said. “The only thing holding up an agreement is ideology.”
Reid’s comments came as the White House announced another meeting with congressional leaders scheduled for 1 pm ET. The government will shut down if an agreement is not reached by midnight on Friday.
House Republicans are lobbying for some “policy riders” – attachments to the budget bill – including ones that would defund the president’s health care plan, cut all federal funding to Planned Parenthood, and target EPA greenhouse gas rules.
Those riders, particularly those relating to abortion, have no place in a budget bill, an exasperated Reid argued.
“It’s not realistic to shut down the government on a debate dealing with abortion,” the Nevada lawmaker said. “It’s not realistic and it’s not fair to the American people.”
Reid also announced that the Senate cannot pass a one-week stopgap bill – including very deep cuts but continued funding for the Pentagon - that would delay a shutdown.
The House today will vote on that bill, which would fund the Department of Defense through the rest of the year, cut $12 billion in spending and prevent the District of Columbia from using city taxes for funding abortion for low income women.
On the Senate floor today, Reid called that one-week measure “a non-starter.”
But Republican Senate leader Mitch McConnell urged Democrats to agree to the proposal, saying that the stopgap measure is "well within the bounds of what their own leadership has defined as acceptable."
The alternative, McConnell said, is a shut down.

As much as you would like to blame the Republicans the 2011 budget was supposed to have been in effect October 1st of 2010. If the Fed government shuts down now its because the Democrats that controlled the House ,Senate, and White House in 2010 failed to pass the 2011 budget. We are six months into fiscal year 2011 and still no Budget for 2011. Thats not the Republicans fault thats Reid, Pelosi, and Obama's fault and America knows that its the Dems that failed to do their job and getting the budget done in 2010 for 2011 when it was due.
Go ahead Harry Stand your ground. Continue to block getting the budget that was supposed to be done over six months ago done.
The republicans are responsible for any shutdown that occurrs. They did not want to Vote on the 2011 budget last year. A budget was put forward and all the repubs. said No, lets waite until after the elections. It is the republicans fault.
Bull Karen the Majority Democrat congress WAIVED the 2010 budget.
Karen Harry Reid said that they were to busy to vote on the budget. I believe Harry is a Democrat. Please try another excuse.
And another FYI Karen they did pass a PAYGO bill which they of course did not follow.
SO why didn't the Dems pass a budget (as was their fiscal responsibility) last year when they had control of both the House and Senate including the big white house?
Cut it or shut it.
Let talk about cutting defense spending first, not last, I think the media needs to publish the amount of money we throw away on really stupid programs like floating tanks that the defense dept doesn't even want. This single program is more money than all the cuts they are currently fighting over. Why is defense procurement so untouchable. It's all about corporate welfare. Period.
JoAnnaSmith1 is right. America has been governed like many Americans have been living for the last 30 years. Both Dems and Republicans have been guilty but in either case, we have spent too much and our competitive edge is gone. Both SS and Medicare have been Ponzi schemes to get votes and it is over. We need to face the music and support Ryan's budget.
Sorry for the double post. Looks like newsvine is a little slow. Must be all the Leftists trying to shift the Blame to the Republicans for the 2011 budget being 6 months over due.

Shut the money pit rat hole down before the Chinese flag is flying over Washington, we owe the Chinese a trillion dollars. Stop the unlimited rediculous spending NOW!!! For all you Democrats out there Obooba spent 5 Trillion dollars in just the last 2 years SHUT DOWN THE MONEY PIT!!!
Why don't all you lefties run like you did in Wisconsin, Indiana, ETC. I'm sure the hotel in Ill will give you a group rate. cry babies. Just as everyone said. You had the chance 8 months ago and could't get it done. That's why the country ran you out...
Well, if the right is successful in their agenda, I hope you're one of those in the upper 2%, otherwise, you will become one of us . . . then you will understand!
$175 million to maintain an unused monkey house. $1.8 million for a museum dedicated to old Las Vegas signs. $615,000 to digitize a Grateful Dead collection. And $823,200 to study genitalia washing in South Africa. Those are just some of the projects that Sen. Tom Coburn (R-OK) uses as examples of government waste in his annual “Wastebook” report released today.
Democrats use our hard earned tax dollars to fund their pet projects and essentially waste our money. Why should we continue to fund Planned Parenthood and Public Radio? It's not mandated in our Constitution and should be stopped. The Federal Government needs a thorough cleaning of all these programs and get back to doing the work actually mandated by our Constitution.
The spineless Democrats caved to the GOP demands for the largest tax cuts in history by extending the Bush cuts for the wealthy. Then the GOP wanted 33 billion in cuts for this budget, again the wimps caved and cut 33+ billion, now the GOP wants more cuts but not from the wealthy, or profitable mega corporations, but from the struggling taxpayers. The answer to all of this is to eliminate all special interest lobbying of our representatives and put everything up to a vote of the people, and not allow the media to take any sides in any elections or issues.
The repubs. stopped any vote on a budget last year.
Blatant lie Karen. How could they? First no budget was put forth by the Dems or Obama. Second, the Repubs did not control Congress or the Senate in 2010, the Dems did. Please provide the bill # for the Dems proposed 2011 budget that you claim was introduced in 2010. Stop the lying!
YOu baggers put whatever spin on it you want, bottom line in your party shows what your all about when you will shut down the government over abortion.... real patriots arent you, your ideology will prevent soldiers and seniors gettin whats coming to them but it dont stop the rich from making money.......government employees wont get paid but your teabagger politicians still get theirs huh because they refuse to find common ground........all i can say is 2012 !!!! Put the bagger crap to rest !!!
I wish all of congress would step down and resign their jobs until Obama resigns himself. That idiot is destroying the future for our children. Absolutely the dumbest President in US history and facts bear this out. He economics are moronic. Economics for Dummies is what you got Americans. Is that what you want for your children?
No it is idiots like you who are destroying America.
This mess is all the fault of the leftists. Obama and his goons have only one objective. Give more handouts to the unions and welfare bums in exchange for their votes. Obama will be impeached and go down in history as a traitor. Harry Reid will end up in a corn field along with his Vegas union mafia buddies.
Another shining example of leadership. Try to broker a deal, but don't twist the arms of your own party leadership to do the grown up thing. The reality that the public is no longer buying his rhetoric or believing the lip service that he gives, may eventually sink into Mr Obama's head, but apparently not yet.. They have seen his weak leadership and been given a dose of his failed policies and practices and don't like them. They are also seeing, especially on foreign policy issues, that Obama has had to come to grips with the reality that what Mr. Bush was doing while in office was not borne of his political ideology, but of necessity. The same necessity that has forced Obama to adhere to many of the same foreign policies and practices of the Bush administration, albeit via a much weaker delivery/implementation.
On domestic policy he has been way worse and has failed to demonstrate any leadership capabilities. Take the budget, for example. he failed to submit a timely budget proposal for 2011, when he had full control over Congress in 2010. And then when he finally got around to making his proposed budget, welll into the 2011 fiscal year, it failed to address the things he stated we need to address to keep the economy heading in the right direction. The following are direct quotes from Mr.Obama:
Moreover, just before the Nov elections Mr. Obama was warning that, after the new year, tough choices would have to be made to cut spending and reduce the deficit. However, Mr. Obama has clearly been a man of empty rhetoric and not one of action. His bluff is now being called. Repubs need to stick to the will of the voters and force Mr Obama and the Dems to live up to their rhetoric. Given Mr. Obama's words, he should be forcing Harry Reid to accept what needs to be done. Instead, he is enabling stubborn resistence to what is needed to be done to deal with the reality of our situation.
Mr. Obama's lack of leadership and failure to adhere to his own words have been stunning. First, he failed to timely submit a proposed 2011 budget in 2010. This was obviously politically motivated, as he knew that if the budget he eventually did propose, well into 2011, was put before the voters before the Nov elections, members of his party would have suffered even larger defeats at the polls than the massive drubbing they suffered in Nov..
Second, the budgets Mr Obama has proposed in the past and the budget he belatedly proposed for 2011, all substantially increased deficit spending and the debt. While his proposed budget for 2011 slowed the rate of deficit spending, it still increased deficit spending. No real cuts were proposed. If that isn't kicking the can down the road, I don't know what is!
Third, Mr. Obama's proposed budget lacks tough choices and is utterly a failure when it comes to providing the leadership needed to tackle the tough choices. To the contrary, it encourages the "Progressives" to continue calling for massive big government spending with no end in sight. And he is not working with Republicans to get the tough meaningful choices enacted that will actually reduce spending and the deficit, as opposed to merely reducing the rate of increase in both, as he and the Dems continually propose.
Fourth. Mr Obama was so insistent upon having a deficit reduction commission put in place that he bypassed Congress, because they were not willing to spend the money on the Commission, and issued an executive order forming the Commission. Yet when the Commission came out with its recommendations Obama did the exact opposite of what he said he would do, and ignored virtually every recommendation they made when he issued his belated proposed budget. Indeed the Commission was yet another Washington gimmick and waste of taxpayer dollars, put in place by Mr. Obama. It was designed solely to try and placate voters into thinking that Mr Obama was serious about addressing deficit spending and the crisis level debt we are now saddled with. Which he has exponentially increased during his term in office. Which, by the way, he would continue to increase if Congress would only allow him to have his way on the budget.
I guess Mr Obama was correct, when he stated that he didn't go to Washington to pass our current problems onto the next President or generation. What he didn't tell us is that he planned on passing along even bigger problems to both.
Sorry, I totally disagree with you!
Disagree all you want. The facts are the facts. And there is no disputing that Mr. Obama has not lived up to his words. Pure lip services designed to try and fool people into believing he is serious about cutting the deficit and balaning the budget.
My Representative, Cory Gardner is one of the ideologues who will be responsible if the government shutsdown. He campaigned on going to Washington to get jobs moving and told a local newspaper that he didn't intend to get involved in "social legislation" . . . first thing he did was co-sponsor the abortion bills . . . he lied! He signed on to defunding Planned Parenthood jeopardizing the health of millions of women, he initiated the EPA legislation even though a majority of people in Colorado wanted it left alone. He defunded NPR, the only non-partison media, he instituted a law for small businesses for "business savings accounts", mudding up the tax codes even more. He's done all except what he said he was going to do. We will remember in 2012!
No wonder you are an Obama supporter, you can't deal in reality. The following statement by you shows that you are in denial. Wake up and smell the facts?
If you think NPR is anything but partisan you are delusional. But even if they were, why should taxpayer dollars go to funding NPR? If NPR is in such high demand then the public and others will contribute, voluntarily, what is needed to keep them operating. Keep my tax dollars out of it!
The Republicans are ridiculous ...They are catering to their base...A base that always supports war, is against any kind of gun control, rallies against education and prefers home-schooling their children, a base that has no interest in the environment... AND than says they are against abortion... and any form of birth-control... AND of course they are against any social programs to help the new mothers they want to create...Their base is a base of lunatics and hypocrites...They are Bible-Thumpers...and this is what wants to make the rules for America?... Republican have gone insane! This is a Democracy not a Theology!
Sorry Dave it is actually a Republic form of government not a pure Democracy.
The majority of Americans are worried about spending and the economy. Is spending on the environment vital during our country's crisis? Definitely not. There no republican "base" thing about it. In the midterm elections only 24% of voters thought the environment was an important issue (34% of Democrats). Democrats should stop worrying about ideology and "bases". They should try to attack the issues that are important to the majority of Americans.
The situation is very simple. Our country can't keep spending money it doesn't have. U.S. debt is around 14 trillion. The feds must cut spending. If it's unnecessary, get rid of it. Anyone who thinks funding for climate control is necessary is an idiot. Planned Parenthood and NPR? Get real. Us Americans need to learn to be responsible for our own actions once again. This is getting pathetic.
I visited the Middle East (UAE, Qatar) and Europe (Spain, Italy, England) last month and the majority of them laughed at what they considered a very weak president. I can't even imagine what they are thinking now. Obama needs to step up and do something for once. He's a disgrace to our country.
We dont care what dictators think about us.
Yesterday Obama was making speaches about windmills - what a moron.
It just shows an outside perspective. Outsiders agree with the majority of Americans who think Obama is doing a terrible job as a President.
His approval ratings (from your fellow americans only) say differently.
George,
Obama has been tilting at windmills since he first set foot in the White House, so why stop now?
Well... with Reid and the rest of the corporate controlled wh*res composing Congress out of Washington, with all of those self serving public employees not filling out the paperwork for "guest workers" and job outsourcing, we might just have a chance of recovering from this disastrous depression. Now, if there was only some way of cutting Obama off from every dime and stopping the flow of money from this corrupt government to Wall Street and all of those foreign banks, we might have a real chance of a recovery. Personally, I think it has been clearly demonstrated that we would do much better without any government at all. It doesn't represent us or our wishes, it represents big business, foreign governments, societies leaches and bums.
Shut it down! We don't need you spending our money!
Shut it down. That rat Rep Ryan has left big oil subsides in his budget. I say shut the whole thing down. Indefinately or until the GOP gets a clue. This is not a Oligard society. At least not yet.
And under Obama, GE still does not pay tax.
That one too Gary.
Actually, I'd like to think that all Americans- Democrat & Republican alike, are truly concerned about the future of this country.
It will be very bleak if we do not get our spending under control. Yes, unfortunately a lot of people are going to have to give up a lot of goodies that we have taken for granted in the past, but remember, "united we stand, divided we fall" ..
we aught to fire them sob's for dereliction of duty if they shut the government down. it is nothing more than liberals whining and throwing a tantrum cos they are not getting their way. they want to fix the defecit why not re instate executive order 11110 and start printing silver certificates like President Kennedy started doing. we need to end our dependancy on the federal reserve bank.
Hang in there Republicans, it's time to tell Obama and the Democrats that the people are tired of all thier BS.
You are funny! lol
So are you but looks aren't everything
Politicians stopped fighting for the rights of citizens when they chose to support those funding their wallets. They get elected by running smear campaigns, lying, and making promises we all know they can't keep.
Let's work together, leave religion and ideology out of it, and fund what is right - including health care for children, support for the elderly who have done their duty in working to earn their benefits, support for the disabled, and support for the soldiers who give up so much more than we know. This is our country and letting it fall is not an option - neither is supporting countless politicians that defraud this country for their
"constituents".
Do you ever wonder why so many legislators don't care about health care and help for those who need it? Because THEY don't need it! Let's make legislators and senators have to rely on the health care that most Americans have to rely on, and then see how they feel about funding it. Let's make them work on a minimum wage salary and not allow them to take perks for a few months to see just how well they can manage.
Take a look around, democrat, republican, liberal, tea party... is this what we want for our children? Should bickering and insults be the future of this country? Just look at the posts above! Attack the issues, not the people.
My issues are that the rich keep getting richer, the poor keep getting poorer. Tax people equitably, get rid of the tax breaks on the millionaires, and on the multi-million dollar corporations, and be reasonable with spending.
Dems failed miserably and ironicaly are now trying their usual fear tactics to scare the public.
Failure:
"The House produced two of 12 appropriations bills. The Senate has not voted on a single one. Lawmakers couldn't even agree on their own legislative budget.
And those two House votes? They happened way back in July, when Democrats had huge majorities in the House and Senate, with Obama in the White House.
Why Democrats failed to take more action when they had the chance remains somewhat of a mystery."
http://money.cnn.com/2011/04/06/news/economy/budget_crisis_congress/index.htm?hpt=T2
Fear tactics:
"The Obama administration warned Wednesday that a federal shutdown would undermine the economic recovery, delay pay to U.S. troops fighting in three wars, slow the processing of tax returns and limit small business loans and government-backed mortgages during peak home buying season.
The dire message, delivered two days before the federal government's spending authority expires, appeared aimed at jolting congressional Republicans into a budget compromise."
http://news.yahoo.com/s/ap/us_government_shutdown
Not many people are buying the fear tactics anymore, look at the poll on CNN .com today, the overwhelming majority aren't even concerned.
