The Hill: "U.S. military operations in Libya could wipe out a significant chunk of the budget cuts won by congressional Republicans in recent weeks, defense analysts say. GOP leaders have trumpeted enacted spending reductions that amount to more than $285 million per day since the beginning of March. But defense analysts say the Pentagon could be burning through more than $100 million per day in Libya, putting those budget savings at risk."

Article 1: Section 8: In a nut shell says that Congress has the authority to determine the appropriations and the measure of the use of force of the armed forces.
Because the threat was not imminent to the United States, the Executive office was not authorized to use such actions. This could technically have Obama impeached.
But this article should be amendated, the military is not a toy nor international property: 1. The presidents failure to call upon Congress in my opinion a violation of due process. 2. Congress was fully aware of this situation and their delinquency in the matter should not go unoticed or unpunishable: abstane their vote and pay.
