The House is addressing multiple health-care issues today -- changing an IRS reporting requirement in the health-care law and abortion.
The House Judiciary Committee is currently marking up Rep. Chris Smith's (R-NJ) controversial bill that strengthens current laws that prohibit the use of federal funds to obtain an abortion. If it gets passed out of committee, this could pave the way for it to come to the House floor in the next few weeks for what could be a contentious debate. Most Democrats maintain that the Hyde Amendment codifies the prohibition of federal spending for abortions and many on the GOP side say that it doesn't go far enough.
Second, the House floor is close to voting on a bill that would repeal a piece of the health-care law that members on both sides, including President Obama, dislike. The provision creates new 1099 reporting requirements for small businesses that many see as creating a needless paperwork burden. The Senate, when debating the full repeal of the health-care law last month, overwhelming passed an amendment to do away with this specific part.
In theory, this effort should have bipartisan, bicameral support. However, Democrats in both the House, Senate and White House do not agree with how the Republicans are going to deal with the cost of this law. The Joint Committee on Taxation reported that enactment of this bill would reduce revenues by about $22 billion and the way the GOP found the money to pay for that is by making some individuals, after 2014, repay back some of the health-care assistance credits they've received from the government. The Democrats don't agree with that strategy, so many will likely vote against the bill. But Republicans point out that over the next decade the the committee on taxation says the bill would reduce the deficit.
Majority Leader Eric Cantor (R-VA) discussed the differences in the Senate and House versions of this bill today saying, “We absolutely want to work with the Senate to get this addressed as early as possible.”
*** UPDATE *** The House voted to repeal the 1099 requirement within the health-care law with a vote of 314 to 112 -- 76 Democrats joined with the Republicans to move this bill to the Senate side. It is doubtful the Senate will pass the bill in its current form.
As for the "The No Taxpayer Funding for Abortion Act," the House Judiciary Committee voted to send the bill to the full House for a vote. The Committee amended one of the more controversial parts of the bill that dealt with exceptions to the law. The bill originally stated that the exception was only applicable in cases of "forcible rape" and incest with minors. This language was changed back to the Hyde Amendment wording which provides exceptions for all cases of rape and incest.


I remain amazed that the most simple of things confound the wisest. Doesn't anybody get it? Birth control will prevent the need for abortion.

pius, Didn't you hear. Using Obama's jobs saved or created calculator, about 500,000 jobs have been saved or created since the GOP took over the House. We are allowed to count jobs the way Obama did right? Just wait for the upcoming summer of recovery that is planned. Thanks for asking though. Just proves Obama's plan for creating jobs was a failure. Flea bagger asking where are the jobs= proof that Obama failed to create them.

Rocco, I heard Obama jobs calculator showed 500,000 jobs per month that have been created or saved since the Republican's took over the House. So, that's a million jobs so far.
PIM, absolutely right.
If the Barry admin wanted to create or save 20 million jobs, all they would have to do is tweak their assumptions to show the recession would have caused that many lost jobs without their Porkulus bill.
Can one of you explain to me how anything that the Republicans have done so far has created any jobs? All I've heard about is repealing the health care bill and cutting funding for agencies that will result in job losses, and wasting a lot of time on trying to redefine and prevent access to abortion which is already limited and not funded by taxpayer money.
First Readers should welcome this news...Democrats have insisted all along that abortion services would even be prohibited under Obamacare, so no problem with dotting the i's and crossing the t's, right?
And President Obama doesn't like the 1099 thing either, so...
It's all good, right?
MB, I get the feeling this is like the unions in WI agreeing to health care and pension contribution increases in front of the cameras while they're scrambling behind closed doors to sign contracts before Walker's bill is passed. Another attempt to distract the masses with blinking lights so we don't notice when they do the exact opposite.

I don't want to pay for cholestral screenings for men because it's their own darn fault if they eat animal products and get heart disease I mean, really, you stuff yourself with cheeseburgers, you're going to have a heart attack. I'm not paying to prevent a disease that your life choices cause you.

NOW they dislike it. Obama and Democrats were well aware of this heavy-handed provision and passed it anyway, on the hope they could squeeze more tax dollars out of the productive.
Only when an uproar occurred, did they back down. To paraphrase John kerry,
Obama "was for ït before he was against it"...
The 1099 reporting was something that every person who pays all of their taxes should be supporting. It extended the requirement to report payments on Form 1099 to corporations. It doesn't impact a large corporation but many small corporations don't report all of their income because there is no 1099 match to worry about---so they can get away with under-reporting.
You've clearly never had to prepare 1099s.
There is no such thing as a 1099 match. A 1099 form is currently required to report expenditures for SERVICES unless the provider of the service is a corporation. If you pay someone over $600 for performing a service for you, you are required to submit a 1099 to the IRS so that they can make sure the recipient is paying taxes on the income received for that service. The 1099 provision in the health care bill changes the requirement so that you are also required to report any PRODUCT purchases of over $600 from ANYONE, including corporations. This means that if you are a vendor and you purchase products for use or resale you are required to submit a 1099. Can you imagine the increase in paperwork this would cause for a retail store or a manufacturer? Think about it.
Actually, I have prepared 1099s and I can assure you that there is in fact a match for them in the IRS computers.
I recognize that the provision would have made a lot of paperwork and there are probably easier but there is a problem with some corporations under-reporting income, which was the issue they were tryiing to address.
It is SOOOOO hard to report 1099s! Ya, right - you or your accountant pushes one button or checks off one box when setting up the Quickbooks payout account and the forms get printed automatically, the data gets transmitted automatically. Gosh darn! The cost of finger splints alone will break the bank!
All they have to do is offer the insurance pools ..but that would end their bribes ! The bottom line is the bribes ! Not the healthcare of the people ! You can bet every drug in the USA would be legal if the Koch brothers owned the poppy fields and grew pot and made meth ! Its all about the profit line not the citizens of the USA !
Man I wish I could manage my own budget the way the congress critters do. Seriously, we THINK we're going to bring in an extra $2.2B a year with this provision so we're going to claim we already have that $2.2B in the bank so now by undoing in you're costing us money. WTF? So I should spend an extra $3k this year since that's the raise I anticipated but now that my bosses decided to freeze our salaries for this year, they've cost me $3K so I must make them find a way to replace that "lost" income for me? How do the masses buy into this crap year after year?
