House Democrats, unhappy with the possibility that the Bush tax cuts could be extended even for those in the top income brackets -- making more than $250,000 a year -- have brought to the floor a bill that would extend the tax cuts for those making less than $250,000 a year.
NBC's Luke Russert reports that speaker-in-waiting John Boehner is unhappy with the move, calling it "chicken crap" and "nonsense." He derided it as a maneuver that undermines negotiations with the White House on a compromise for the tax cuts that expire Jan. 1.


My goodness, Boehner is accidentally honest about how he feels about the middle class and poor. "Chicken crap". The needs of those who mistakenly voted that creep into office are "chicken crap". And a partridge in a pear tree, right Boehner? If you can't pay these Robber Barons, you get NO say, and no respect.

Unemployment benefits....how long must this go on? Next year we will be right back when the extension runs out again. This is like a person getting pay-day loans. They never get out of that loan by just paying interest. They get out of it by paying it off totally.
I have people in my family that are collecting unemployment and there is no way in hell they paid that much into it. They have no intention of getting a job until it runs out. They ride up and down the street all day in escalades with dubs on it while everyone else is at work. Those are the same ones getting frikken 7-8000 tax refund checks every year while making 15000 and working 6 months. If politicans are suppose to be protecting the general public and working for them...why is it the biggest tax cuts have been for the wealthy, of which all of congress is a part of ? It would seem to me that there is enough time to deal with the tax cuts (let them expire for everyone), extend unemployment benefits and vote and ratify on the START treaty. Hey as a lefty I would like them to pass the Dream act and repeal Don't ask don't tell. If that doesn't happen I will understand.
On another note it would seem that since Obama has suggested slashing COLA for government workers, they could use that money to help pay for unemployment benefits. His plan would save $2 billion this year and $28 billion over five years.
Also one could argue that the $70 billion estimated savings that the 2% tax cuts would garner could cover extending unemployement insurance for everyone for more than a year.

The tax cuts were mandated by the electorate in this recent vote. Of course the ignorant who live off taxpayers charity will object to any tax cut. Their jealousy of those who WORK and achieve is overwhelming them. They probably are also ignorant that ALL TAXES are paid by those who have money to pay taxes. Some of them still think that businesses can pay taxes, when anyone with a brain knows that all business taxes are paid for by their customers. ( That's really a sales tax.)
Think about how the very wealthy got that way. The bankers charge us a $35 overdraft fee for a $4.50 cup of coffee. Multiply that by the millions affected by the charge. Then give it back to the bank execs in the form of million dollar bonuses. In my book if the top 2% get hit with a tax increase, it is still the people who were charged with the $35 fee who are paying the tax.

In the middle - I owned a small business for over 30 years employing 25+. I paid my own unemployment withholding as well as my employees. I lost my business and everything else in the bust. I collected unemployment for four months. I took a job making a fraction of what my better paid employees used to make.

And There are many times that Nancy Pelosi and President Obama have been misquoted by people on this board and especially talk show hosts(radio and TV). I agree with you on spending, but a vast majority of small businesses are not affected by the 250,000 level. You also leave out payroll taxes that all working americans pay when you mention some taxpayers do not have a dog in this fight. I am small business owner that created 90 jobs and was happy with the many advantages an S corp brings to the owners. i.e. cash basis until advantages to make a c corp, bringing early losses forward and historically low capital gains when I sold. We can probably agree with the fact that 83% of the budget is in Defense, SS, Medicaire/medicaid. Do we cut these programs across the board by 5%? Or, are you really a libertarian and against most govt programs? if so, we could agree to disagree, but if you have a plan for cutting then I am all for listening..... I am interested in the various proposals to balance the budget. do you have a favorite?

Boehner is not looking for compromise. He is looking to continue the tax relief bill started by Bush. Eliminating the top 2% from this bill would provide some funds to be used for other programs. The truth of the whole matter is that these people can afford paying the extra taxes. And if some people in that group are Democrats, then so be it. Obviously over the past (4) years it was the richer percentage that gained from the bailouts. How much of the Wall Street bailout money has been returned? I haven't heard those numbers. Funds that were given to Banks that initially gave the bad mortgages are being used to recover their loses when homes are being put up for Short Sales instead of working with the original owners to lower their costs so that they could afford to keep theis homes.

Of the 51%, all of them want to continue the tax rates as they are the ones working and paying their own way. And $200,000 is not that much and there will be far more than 2% in the bracket when it is all said and done.

Well here we are again arguing about how we all are taxed, I think that everyone should be taxed on their total income, no ceiling what so ever, I pay on every single dollar I earn as most of the people that are not in the top 2%, NO more tax deductions for anyone, that's that way it should be ....... In the Middle: I have people in my family that are collecting unemployment and there is no way in hell they paid that much into it.
Your employer pays into the unemployment insurance fund, and they must give permission when someone applies for unemployment insurance. If an unemployed person is allowed to collect, the amount is based on what they were making before they were laid off. That amount is usually less than 2/3 of what they were making (that's for an average wage earner - there is a cap on the amount you can receive). The percentage varies from state to state because this is not a federal program, although the fed chipped in last year when the number of unemployed skyrocketed and states were strapped.
Speaking from experience, I can tell you that unemployment benefits are nowhere near enough to ride around in Escalades all day. Your relatives must have other sources of income.
Make sure you know what you are talking about before you criticize others.

Janet, you do realize that the tax cuts were put in a sleezy way which is way they have to expire now? First of all, it was the repub that said they would not compromise. Remember? Americans have been saying thigs like this since 1862, when the first Federal income tax was levied. The 16th Amendment to the Constitution passed out of Congress in 1909 and was ratified by the states by 1913. It's the concept that those who gain the most from society have no obligation to support it that's unamerican.

Businesses that spend their money on investments, whether its Equipment or an employee, do not get taxed on their spend. THey can deduct those costs before they compute their taxable income. Its ridiculous that people keep saying that taxing an employer (an income tax) is going to limit their ability to hire someone. That's a farce and anyone who has ever taken tax accounting 101 knows this.
And before you ask, I"m a tax accountant (CPA) at the largest accounting firm in the world. And I'm posting on my dinner break...

I would like to address the people who claim that this will affect small business owners. Clearly, none of you have ever run a successful business. Any businessman with a half decent accountant will find a way to write off everything and show little to no profit on the books. The company covers the cell phone, the vehicles, those football tickets that were to 'entertain clients', the family picnic (employee luncheon). Everything that can get written off....does. If I am showing more than 250k in "profit"""everything left after I got every tax break available and took every deduction possible, I am doing pretty well. This means my family is making $20833.00 each month. Tax it 50% it would still be 10,000 a month. My family can sit very pretty for that amount...theirs does too. If they choose to buy Harleys and a huge house and take family vacations they can't write off...that is their choice...but you cannot tell me that one who is grossing 20k a month before taxes...and after all business expenses, the 'work' car, and everything else they write off is paid....just can't afford to pay a little more.
As to the argument that this is why they can't hire....all employee expenses such as payroll are not taxed and are not income for the business owner. If paying someone 20k a year will allow the owner to make more money...he will do so regardless of the tax rate. Businesses do not hire and fire based on the tax rate but on what the return another employee will generate when compared to the costs. Profit is the only consideration...Will the owner make more money then she makes now? Not...If I hire person x...I will only net 6k a year...I will wait until a tax change and hire when I will make $6500.00...no sooner.
They are spinning the argument and trying to fool people into believing that people who make 20k+ a month will really be hurt if they pay more, and we will too. This is not the case. Most people earn in 1 year what these people make in 1-3 months. For those of you struggling to survive on 50k a year for your family...know that these people make that in 2.5 months....how dare they pay an extra 4% or $40 per $1000 they earn when the car they drive to work, and likely their lunch too is not included in the number.

Been reading most of the comments and sad to see the chasm between the two parties...not any better than those we sent to DC. I am an independent, retired and a veteran. Blessed with being born in the US and because of circumstances, English is actually my second language. I used the GI Bill to help my through college. I became an independent during the 80's when I saw what deregulation did to our financial situation and when I discovered how we were lied to by LBJ to get us into Vietnam. I did more research into that topic when I was looking into how and why we allowed ourselves to get fooled again; into the Iraq war. A famous Marine general wrote that "War is a Racket," and there will be those that die and those that make money.
I voted for Obama because I wanted change and he was young and gave me hope, and even though he seems to lean towards my middle-class background and loyalty, he's kept the same people in treasury and continues to pursue wars and all our wars includimg the first one (1776) are paid with borrowed money. I like others answered my country's need and served. I've since concluded that most who have and do still, are the middle class and poor. In the meantime at our country's time of need there have been those (the majority), that continue to live normal lives and make their careers. In the long run many enjoy freedoms and show their patriotism by putting so called patriotic bumper stickers on their cars. But when asked to give, and perhaps to give a little more than their fair share to support their nation with taxes, it becomes an unfair burden to them. Somehow patriotism has a limit and it appears to be limited to those of us that were fortunate enough to be born in America, but unfortunately in the middle to lower class of people.
As the divde between the haves and have nots grows so has my opinion of those who wave the flag the most from the comfort of their nice homes and churches.

Hun, Obama ran for office promising to shift the focus of the war from Iraq to Afghanistan.... now maybe you only heard what you wanted, but he never promised to end the war in Afghanistan...quite the opposite. He did promise to work with the republicans on a bipartisan legislation....however it takes 2 to tango... the republicans instead chose to oppose every bill brought forth by the democrats effectively becoming the party of no.
As for the people in the treasury.... The news today indicates the 93,000 private sector jobs were created last months. The stock market is up some 5,000 since Obama took Office. It took 8 years to get into this mess, and its gonna take more than 2 years to get us out...but it looks like 2011 will be much better than 2010..so we're on the right track...no doubt the newly elected republican house will be taking credit for the economy improving as soon as they take office in January.

Therefore, are the Republicans saying, that if the tax extension expires because of their blocking the passing of this legislature, that they are willing to explain to the Constituents as to why the taxes are going up for everyone when they campaigned on the promise of no tax increases??? They say kids can not learn in school because they do not eat well at home so they get free lunch at school, but it is junk food, you pay 15 and 16 years children to have babies and their 18 or 19 year old boyfriends do not pay support.

Do not extend any of the tax cuts, that is right end them all, end the earned income tax credit, get a second job if needed to support your family, and you get food stamps, so no more free school lunch programs that money needs to be spent on education, it appears that feeding the kids free junk food did not work, they still drop out and can not read or write, and for kids that make babies, well guess what I should not pay for that, the child's mom and dad, and the boys mom and dad, yes the family takes responsibility and pays the hospital bills, pays the cost for the baby, no food stamps, no welfare, not one time, if a child under 18 has a child no state aid or fed aid period, the parents of that child take full responsibility until that child is 18.
It is time the American people take responsibility for their families and stop putting that responsibility on me and other Americans. You want a baby and no husband then you pay the price and suffer the outcome. Republicans flip flop all the way to the bank. When Bush's Congress passed the cut, it did so under that reviled process (to hear the Repubs), reconciliation. Dems objected back then that too much of the break went to the upper 2%, they are still complaining about it today. There were Repubs that objected to the tax break during a war. Where are the other fiscally responsible Repubs.? They're too busy amassing a huge deficit with no hope of paying it off. Ike would not be happy with the party as it is today, the highest tax rate during his time was 90%, to pay off another war of course. Republicans want war, pay for it jackholes.

When the fixed costs go up, and taxes are considered a fixed cost to a certain extent, that means that your profit margin goes down as there are only so many dollars to go around.
For many S-type corporations, that extra 3-4% in taxes will drive them under. How many businesses will end up having to close their doors because they cannot afford the additional taxes because they are barely hanging on in this economy? How many have closed their doors already?
This will ripple through the economy and make it even worse. As businesses go under, you can expect commercial properties to lose renters, unemployment to increase, and forclosures to increase.
This is the end result of a tax increase, which this is by definition, as taxes will rise.
Why can't Pelosi try to use some common sense (something she seems to be lacking) and stop the procedural nonsense. All it's doing is making her look like a spoiled brat who throws a temper tantrum whenever she doesn't get her way.

The employees in most companies pay all the bills for a company. Very few business owners with the exception of one or two man operations are on the front line of production. The owners are the ones who create the opportunity and infrastructure for employees to work, produce and sell. So to calculate the cost of goods and services needed to sustain a business, all cost are factored and a realistic wage scale is created for that individual company.
There must be jobs to be had, with all the illegals swimming,climbing fences, and crossing unbearable deserts to get here. I think some people believe they are above doing a job they feel is beneath them.

People who don't pay federal income taxes still pay other taxes, including federal payroll taxes that fund Social Security and Medicare, which which revenues go to the U.S. Treasury. They pay excise taxes on gasoline, aviation, alcohol and cigarettes. Many also pay state or local taxes on sales, income and property.

We probably really can't afford to extend any of the tax rates, but no one seems to have a problem with the $3.3 Trillion over 10 years in lost income which is the cost of extension of the tax rates for those earning under $250K. I spent a long career working for a small business owner and believe me 3% make a lot of difference to him in decisions of expansion or hiring. I worked in finance and accounting and we looked at the nominal and actual tax rates very closely when we planned such things.
Maybe we should extend none of them or extend all of them for two years and see where the economy is then

Robert - the problem with comparing 700 Billion and 3.3 Trillion is that 700 is much larger than 3.3 and that is what people hear. The better comparison is 700 Billion versus 3,300 Billion.

I am sooooooo tired of the bs argument about personal income taxes effecting small businesses. Small business owners businesses are generally not effected by personal income taxes unless the owners are co-mingling personal money with their business assets--something that typically is considered horrible business practice and will get you a huge red flag by the IRS.
The Bush Tax Cuts do affect small businesses. It is more than just personal income taxes. Partners in business invest their own money. Not only is there a business tax form, there is a personal one as well. They are not comingling money. Investors invest in certain businesses in order to make a profit, they are also taxed on what they make.

Laura...Again, pretty much bs. Money that is invested into a company is by definition, business money and not personal income. Investors do not get taxed on what they invest, only on what they personally profit from that investment. In fact, if they lose money, much of their investment is deductable. Also, if that money was going into hiring, then it would usually be considered a business expense and would be deductable. By the way, 75% of small business owners make less than 250,000 dollars in personal income, so they are exempt anyway, so we are talking about 25% of small business owners... again, if they want to pay less in taxes, they could just collect a slightly lower paycheck and invest more in their company. I got to believe that most employers would gladly pay that extra 3% if they could even sniff 250,000 in income.

Mr Boehner is speaking of the process employed by the Democrats and not to the merits of extending the lower tax rate for the middle class; he, as you should likely be aware, wants to extend the rates for everyone in the United States.
But it is easier to attack those across the aisle rather then try and work with them and compromise (which means giving a little to get a little in case you didn't know as Nancy does not)

Not exactly what we were talking about, but to your point off shoring of positions and facilities from the US to Mexico, China and other places has taken place because we have done little to make it attractive and profitable for US businesses to expand within our borders (increasing health care costs, unions, government regulations, etc).
Right now the uncertainty about healthcare costs in the out years and these tax rates have kept many small medium and large businesses from expanding operations in the US.

However, give and take goes both ways, and you will probably disagree with me, but from where I stand, the Republicans have not given one inch. It's either their way or the highway. They have continually negotiated in bad faith. They say they're willing to work with the President and the next thing you know, well, not until we (Republicans) get what we want. There is no give-and-take so maybe that is why I was so quick to jump.
Having said that, I still do not see why a vote cannot be taken on extending tax cuts for the middle class first. The top 2 percent have been reaping the rewards for the past ten years. Fair is fair.

The vote was taken and went the Democrats way as it had to, now the bill will never come to a vote in Senate and the rates for all will go up on January 1, 2011.
The Republicans will then pass a reinstatement of the rates for everyone.

You Republicans do love that word "compromise". As long as it's the Democrats that are the ones doing it. When was the last time the Republicans in Congress "compromised"?
What was the last bill, appointment, that the Republicans DIDN'T filibuster? We don't know how many time they have in the 111th Congress, but we do know that is was 124 times in the 110th Congress. More then the total of the 108th and the 109th Congresses.
And let's take a look and see how ready Republicans were to "compromise". Shall we? It was ether in the 109th or the 108th Congress that the term "Nuclear Option" was used. It refered to the blowing up of the filibuster by the Republicans that said that the Democrats were using to keep Congress from doing it's job. And it was only used about 100 times in both the 108th and 109th Congresses. Total. By BOTH parties.
So who was/is it that is not compromising? Who is it that sent a letter to the leadership of the other side, stating that NOTHING would get done? And it was signed by all of that parties members? All 46(?) of them? That would be a minority by the way. And how is that "compromise"? Until a $700 BILLION tax "extension" was given to the top 2-3% of Americans?
A tax "extension" that won't be paid for. That would add $3.3 TRILLION total to the debt. But they sure did stop a much, much smaller amount in another bill from being voted on. Why? Because it wasn't paid for. A bill that would have helped 9 - 10% of the country. It's actually a much larger number then that. That's just the number of unemployed. Then there are the families of the unemployed that would have been helped too. How is that "compromise"?
But these tax "extensions" for the top 2-3% will help create jobs! How many jobs were created by it in the last 6-10 years? Where are the jobs that this tax cut created? Where? There were none. We in fact lost millions of jobs during this time frame. Millions. And during this time, the rich got richer and the rest got .... ? Pink slips, and poorer, and lost houses and health insurance. All thru no fault of their own. How is that "compromise"?

According to the same source that these numbers came from, also came the numbers that state that the top 10% earned, and I use that word loosely, 90% of the money. They earned 90% of the money, but only paid 70% of the taxes? How IS that their "fair share"?
And in the spirit of "compromise". Let's say that they only have to take a 10% increase to their taxes? Up to only paying 80% of the taxes? I think that is a "compromise" that the 90% of the rest of us could live with.
So which "compromise" would you prefer? My suggested 10%? Or letting the "Bush" tax cuts for the "rich" expire. And only add back 3%?

This whole tax cut, tax increase just totally confuses me. I am by no means in the upper income category but based on my Military Retirement and a really good job now I am doing well. At this point in my life I have money to buy whatever I want when I want it, most of my money just sits in several bank accounts earning interest. If my taxes went up by several hundred dollars a month, I probably wouldn't even notice, it certainly wouldn't cause me to change my spending habits. So if people who already have enough money to buy what they want when they want it, will an increase in their taxes really matter? I do we really want to stop paying unemployment on people we know will spend the money in the economy unless it's paid for and at the same time extend tax cuts for people who really don't need them without paying for them. Please someone on the right explain this to me.
The rich are upset about the middle class keeping their tax rate and the tax rate for the rich go up. The current rate for the rich is about 36%.under bill clinton it was about 39.3% if im not mistaken. I really dont see how three points is going to be the "biggest tax increase in history" if they originally were 39%.
Oh and by the way that tax cut bush gave everyone was NOT paid for!

The REAL problem is that none of this is PAID for, it's all borrowed from China, That's the tax cuts and the unemployment comp.
The question is which one is worthy of consideration, people who don't have a job (through no fault of their oun) because the republicans deregulated the financial industry to the point that the market crashed or do we give a tax cut to the richest 2% in the hope they will create jobs even though they are the ones who profited from the crash.

I'm a small biz owner. My company is in its 51st year, barely, I might add. As a very small biz owner in a niche business, I've had the heavy burden of trying to make sure the bills get paid as well as my employees. I'm proud to say that my products are made in America using very little from overseas. We have always paid our taxes and I'm mad as hell that the so called American institutions like the US Chamber of Commerce so obviously supported the off-shoring of jobs for so long. Their continued support of anything republican makes me sick! To say that its OK to set up factories overseas because health care costs and taxes are "forcing" them to locate there is pure lunacy. It's all about how much more profit a big corporation can squeeze out of its customers by cutting costs that drives their actions. I'm mad as heck that the middle class (including small biz owners like myself) are being held hostage by John Boehner and Mitch McConnell. To state that small business owners would be hurt if the tax rates are raised back to previous levels is just patently untrue. John Boehner..you want to help Americans??? My interest in Boehner's personal life is limited to the fact that he will be in line to run this country if a disaster happens.
